As a Contract Specialist for the Defense Counterintelligence and Security Agency, within Acquisition and Contracting, you will report to a Supervisory Contract Specialist. This position can report to any of the following offices: Vetting Contracting Office, Critical Tech Protect and Enterprise Contracting Office, or the Information Technology Contracting Office.

As a CONTRACT SPECIALIST you will be responsible for the following duties:

- Assist in the development, initiation, review, and administrative processing of procurement packages, procurement requests, commitments, and other procurement-related documents for a variety of supplies services.

- Participate in drafting justification documentation, acquisition plans, and source selection evaluation plans applicable to various contract types.

- Ensure acquisitions comply with provisions imposed by the FAR, DFARS, and other procurement regulations, directives, policies, guidance, and good business practices.

- Help review contract requirements to ascertain and recommend appropriate contract type, pricing provisions, selection of source, and acquisition method.

- Help negotiate terms of purchase orders, analyze pricing proposals and if warranted, obligate funds by signing purchase orders, blanket purchase agreements, or by issuing delivery orders under the terms of existing contracts.

- Procure materials, supplies, services, and equipment by open market methods.

- Monitor contractor performance, delivery schedules and adherence to contract requirements, terms and conditions, and schedules and adherence to contract requirements, terms and conditions, and suggests modification to the contract, as appropriate.

Qualifications

This position has a Basic Requirement for the 1102:


A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:

GG-07: Knowledge of the basic principles, concepts, practices, well understood precedents, and regulatory requirements of government contracting; ability to apply practical contracting knowledge to operations or procedures with assignments involving recurring work; applies this knowledge to existing methods, approaches, or procedures; and provide functions associated with the acquisition cycle.

GG-09: Knowledge of the basic principles, concepts, practices, well understood precedents, and regulatory requirements of government contracting; ability to apply practical contracting knowledge to operations or procedures and analyze information gathered from various sources in order to draw accurate conclusions and develop constructive recommendations; knowledge of the contracting field, and skill in applying this knowledge to existing methods, approaches, or procedures; provide functions associated with the acquisition cycle; procures materials, supplies, services, and equipment by open market methods.

Specifically you will be evaluated on the following competencies:

1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.

2. Contracting/Procurement: Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration

3. Flexibility: Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity.

4.Learning: Uses efficient learning techniques to acquire and apply new knowledge and skills; uses training, feedback, or other opportunities for self-learning and development.

Education

If substituting education for experience, at the GG-07 level, you must possess one full year of graduate or law school. For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D.

Superior Academic Achievement does not apply to DCIPS positions.

If substituting education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
