Clarification from the agency

(1) Arkansas Army National Guard (AR ARNG) T32 Employees and Arkansas Army National Guard T5 Employees (with compatible membership); (2) All members of the AR ARNG/ANG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the Army National Guard).

1. Serves as a Small Shop Chief performing all of the following tasks:
(a) Plans and lays out work to be accomplished in the shop, which is then completed by the individual and lower graded worker(s).
(b) Possesses the knowledge and skills found at the journeyman level as well as those required for planning, accomplishing, and maintaining a functional shop maintenance program.
(c) Independently determines appropriate maintenance procedures such as how and when the work should be accomplished. Estimates manpower, equipment, and material requirements.
(d) Devises and maintains program plans and records, is skilled in surveillance and troubleshooting techniques, and is able to determine maintenance/repair procedures needed without benefit of technical supervisory guidance.
(e) Plans, organizes, and directs shop maintenance programs/procedures under general supervision.
(f) Determines approaches, methods, and courses of action required to accomplish the mission of the shop in an effective and efficient manner.
(g) May provide recommendations and input to the supervisor concerning personnel actions such as performance appraisals, awards, position description changes, disciplinary actions, leave, etc.

2. Performs the same type and level of work as performed within the unit.

Performs other duties as assigned.

Conditions of employment

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Enlisted, not to Exceed SFC / E7

Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard and be assigned to a compatible military position in a unit supported by CSMS in Enlisted Career Management Field (ECMF) 14, 25, 29 or 94 or Military Occupational Specialty (MOS) 35T, 91F, 91G, 91X, 91Z. Must become compatible within 12 months of appointment.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current.. Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. Selectee may be subject to uncommon duties, rotational shift assignments and overtime duties.



Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE:
Experience or training which demonstrates a working knowledge of electronic principles involved in the generation and measurement of such elements as voltage, current, impedance, capacitance, frequency, and inductance. Experience in the use of various precision measurement instruments and standards.

SPECIALIZED EXPERIENCE:
Experience or training with basic application of operating principles such as the production and utilization of oscillations over a broad range of frequencies; signal and waveform behavior, distortion, and amplification; pulse, trigger, and synchronization techniques; digital/analog processing and data conversion techniques; and a variety of display and indication methods. Experience in tracing signals and voltage paths, and skilled in the analysis of waveform characteristics such as timing, duration, frequency, and phasing. Originates test set-ups to isolate malfunctions and check performance characteristics of special or unique test panels or mockups. Experience in interpreting and applying a variety of technical electronic information such as schematic symbols, mathematical expressions and formulas, calibration procedures, and other reference materials. Experience in applying established techniques and methods of repair, testing, alignment, and calibration of equipment, which serves as test equipment or precision measurement standards. Experience in utilizing electronic circuits to measure electronic or electrical quantities to determine the performance characteristics and accuracy of other instruments and equipment.
