Help

Major Duties Include but not limited too;
Exercises full technical and administrative responsibilities for planning, developing, implementing, executing, and evaluating the Information Technology (IT) Program. Executes IT initiatives to include planning, design, acquisition, implementation, operation, and disposal of IT infrastructure. Resolves acquisition issues, related IM policy matters, and potentially controversial items. Ensures that decisions made, actions taken, and results obtained are tenable, cost effective, and within established policy, standards, and guidelines. Coordinates with the Enterprise Service Line organizations as needed to support day-to-day operations. Work involves the planning and delivery of VA point of service customer support, including installation, configurations, troubleshooting, customer assistance, and/or training, in response to customer requirements in support of site functions. Site support includes racking/stacking/swapping and connecting equipment, monitoring computing environment and application performance status, and performing other physical actions on the equipment requiring limited access to devices as instructed by the service line, oversee and maintain patch cables in VA computer rooms and closets.

Manages the provision of the full range of Information Mission Area (IMA) services to include automation, communications, etc. Oversees and assures interoperability, integration, and operations for the installed base of hardware and software, and continuity of operations ,e.g., coordinates, executes, implements and maintains the installation, configuration, troubleshooting and operation of customer hardware and applications, local area networks
(LANs), dedicated communications lines, voice and video systems, connections to wide area networks, etc. Ensures that the Area senior executive management and management officials have IT resources to perform command and control functions, particularly critical capabilities for emergency and disaster recovery efforts. Administers the information systems security program and implements information systems security procedures. Maintains situational awareness of all aspects of the security program and tracks: ATO status for local systems, Risk Based Decision (RBD) memos, Plan Of Action and Milestones (POAM) updates, expiring passwords, RBDs for renewal; user account access reviews, on system user account access reviews and all other tasks that are identified on the Continuous Readiness Information Security (CRISP) audit Prep SharePoint site. Ensures that corporate IT assets are properly protected against intrusion and damage via the installation of firewalls, virus scanners, port blockers, access control lists, physical security measures, and other security measures.

Develops IT and IM service related operating procedures and policy. Conducts technical briefings. Conducts trend analyses to identify areas where additional customer training and assistance is needed and initiating appropriate action, such as defining new training requirements; and providing group and individual training on technical issues and new or modified technologies. Assures a continuous program of IT training and customer assistance for personnel. Continuously monitors IM program services, facilities, and equipment for purposes of quality assurance, increasing efficiencies, reducing costs, ensuring accountability, and identifying any
areas that are vulnerable to cost overruns or abuse. Develops, implements, and interprets metrics for the evaluation of IM/IT effectiveness and efficiency. Leverage resources, e.g., manpower, dollars, time, facilities, to support the accomplishment of mission requirements. Plans and oversees the implementation of new systems and applications to minimize the disruption of ongoing activities while meeting schedule and cost considerations. Develops clear contractual specifications and acts as Contracting Officer's Representative (COR) as required. Monitors new system installations, ensuring those contractual provisions are met while resolving
problems in an expeditious manner. Performs IM/IT strategic planning, workforce planning and policy development.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience add: individuals must have IT-related experience demonstrating each of the four competencies: attention to detail, customer service, oral communication, and problem solving. Note: Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: "The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds."

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
