Duties

Help
  • Serves as senior level expert and custodian in establishing, maintaining, and supporting enterprise level encryption systems.
  • Serves as senior level expert in establishing, maintaining, supporting and upgrading systems and their associated architecture and environment.
  • Designs and administers production and non-production systems. Performs the application of best practices per the vendor recommended settings, performance tuning and monitoring of the systems.
  • Defines data flow; identifies and translates user requirements into data design; provides design documentation for decision support.
  • Provides daily oversight of assigned systems including establishing and managing application accounts, privileges and resources, and assurance of security and data integrity.
  • Analyzes current and future agency strategic plans, operating plans, policies and procedures. Provides support to Information Technology management staff on a variety of issues relating to system\application management.
  • Performs installation, upgrades, configurations and patch application environments.
  • Supports system operations and application use including performance monitoring, proactive support, and help desk call support.

  • Position has been designated as Non-critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
  • The incumbent must adhere to the DoD Standards of Conduct.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

Qualifications

Applicants must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the competencies, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade (GS-12) level in the Federal service. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: 1) experience advising users and managers on the principles, concepts or methods used within the information technology; 2) experience analyzing information technology programs for ways to increase their efficiency and effectiveness; 3) experience developing and presenting recommendations for information technology improvements; 4) experience coordinating information technology development and implementation for an organization, ensuring compliance with industry best practices and DoD Security Technical Implementation Guide (STIG); and 5) experience providing leadership guidance of information technology tasks and projects.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
