Summary

This position is located in the Office of Inspections (ISP), Office of Inspector General (OIG) for the Department of State and the U.S. Agency for Global Media (USAGM). The incumbent serves as an Inspector with responsibility for conducting oversight of foreign assistance programs and activities through inspections of overseas missions and domestic bureaus.

Duties

Help

The incumbent plans and conducts reviews of foreign assistance initiatives. These projects may include detailed reviews of foreign assistance implementing mechanisms, such as contracts, grants, cooperative agreements, interagency reimbursable agreements, and government-to-government assistance. In addition, the incumbent assesses strategic management of foreign assistance programs, including program design, chief of mission oversight of assistance activities, performance management, and strategic planning.

The incumbent performs duties and carries out continuing responsibilities for inspections including the following:

- Plans and organizes information, data, and sources.

- Conducts the pre-inspection preparation and all pertinent background reviews.

- Prepares appropriate sections of the inspection work plan and advises team leadership of areas of focus, identifies the scope and objectives, and recommends issues that should be examined during the assigned inspection.

- Conducts on-site inspection activities including on-site interviews, document reviews, physical assessments, and observation of activities.

- Informs team leadership of the inspection's progress, discusses initial findings and consults on any issues or unusual problems that may arise.

- Redirects, redefines, broadens or otherwise adjusts inspection activities to assure proper coverage.

- Supports all findings with evidence in accordance with CIGIE Quality Standards for Inspection and Evaluation and maintains appropriate records and files. Reviews documentation of other team members as appropriate.

- Writes clear and succinct draft reports for team leadership. Ensures that draft reports include the most important problems and issues along with sound recommendations for improvements.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Experience obtaining, analyzing, and documenting data related to foreign assistance programs.

Experience managing or conducting oversight of foreign assistance programs.

Experience interpreting laws, regulations, and policies pertaining to foreign assistance programs.

Strong oral and written communication skill.

There is no substitute of education for specialized experience for the GS-12 position.

Applicants for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Experience obtaining, analyzing, and documenting data related to foreign assistance programs.

Experience managing or conducting oversight of foreign assistance programs.

Experience interpreting laws, regulations, and policies pertaining to foreign assistance programs.

Strong oral and written communication skill.

Experience providing clear, concise briefings to senior officials on policy and/or program issues involving foreign assistance

There is no substitute of education for specialized experience for the GS-13 position.

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Qualified candidates are assigned a score between 70 and 100.
