This National Guard position is for an IT SPECIALIST (SYSADMIN/CUSTSPT), Position Description Number D1650P01 and is part of the AR ANG 188 OSS FT, National Guard.
NATIONAL GUARD MEMBERSHIP IS REQUIRED
(1) Onboard Arkansas Air National Guard Technicians at the 188th. (2) All Members of the Arkansas Air National Guard or those eligible to become members. (Upon selection, must be a member of the Air National Guard).
(1) Serves as a technical expert and focal point for the installation and configuration of hardware and software on personal computers and for personal data assistants associated with assigned systems. Develops, modifies, and tests overall system backup and recovery strategies for assigned systems.
(2) Serves as a systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs. Work pertains to the administration of all systems, including a myriad of associated hardware platforms, software applications and numerous interfaces included in the Local Area Network (LAN).
(3) Serves as a technical expert on multiple operating systems and computer platforms. Determines equipment and communications requirements and interfaces with other systems. Evaluates machine usage and develops plans for the necessary acquisition to support future automation (hardware and software) requirements.
(4) Analyzes, evaluates, and recommends hardware/software changes to various computer systems. Considers factors such as compatibility with standard systems, conversion or implementation costs, and impact on existing equipment. Installs, configures and tests products and equipment being reviewed.
(5) Develops guidelines, standard operating procedures (SOPs), bulletins and flyers regarding the operation/use of assigned C4 systems, services, and activities. Analyzes policies, regulations, and system provisions governing standard operating systems and provides assistance and advisory services to users.
(6) Implements systems software changes, operating system releases and maintains the operational status of systems. Coordinates with system developers resolving hardware and/or software malfunctions.
(7) Performs security management in accordance with National Guard Bureau (NGB) and Air National Guard (ANG) regulations and policies. Reviews and implements local policies regarding system access, network rights, and physical access to systems and equipment.
(8) Implements ANG policy relating to systems storage requirements. Analyzes system operations to identify inefficiencies and takes action to resolve problems and ensure optimal performance and consistency.
(9) Provides input to the ANG Continuity of Operation Plan (COOP) procedures for system disaster recovery. COOP recovery includes reestablishment of systems at multiple sites and locations.
(10) Installs and configures workstation or network operating systems, and applications software on a wide range of configurable information systems devices. Configures a wide variety of devices requiring diverse interfaces and device drivers in multiple operating system environments using a wide variety of hardware platforms. Enforces command standards for hardware and software configurations. Configures workstation security parameters. Troubleshoots and corrects software problems to include resolving conflicts between applications, hardware and/or device conflicts, and operating system faults. Detects and removes computer viruses. Restores critical data files. Updates hardware and software architecture databases to reflect installations, turn-ins, and changes in reportable software.
(11) Performs other duties as assigned.
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Minimum Grade: SrA/E-4
Maximum Grade: MSgt/E-7
Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard and be assigned to the 188th WG in a compatible military position in Air Force Specialty Code (AFSC) 3D0X3.
Must become compatible in the AFSC within 12 months of appointment. Must possess or be able to obtain a Top Secret Security Clearance. Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.
Participation in direct deposit is mandatory.
GENERAL EXPERIENCE:
Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE:
Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
KNOWLEDGE REQUIRED BY THE POSITION:
--Knowledge of a variety of operating systems on desktops and servers. Some of the operating systems utilized involve a higher security level than that typically used in an office automation environment. These involve multiple levels of security with multiple authentication levels.
--Knowledge of and skill in operating a wide variety of encryption hardware and software along with the ability to integrate these items into the local communications backbone.
--Knowledge and skill in managing a variety of classified communications and computer hardware and software in support of an intelligence unit.
--Knowledge of project management techniques and tools sufficient to provide expert guidance on the implementation of emerging technologies.
-Knowledge of the principles and methods used for planning and managing the implementation, update, and integration of information system components.
--Skill in troubleshooting problems and implementing changes on multifaceted and interdependent computer platforms.
--Knowledge of, and skill in applying system design techniques and hardware capabilities to analyze requests for new and modified applications.
--Knowledge of and skill in applying storage management practices, assignment of resources, and file management techniques.
--Skill in using performance tuning tools and techniques that are used to optimize systems functionality in order to meet installation systems requirements.
--Knowledge of system diagnostic tools and structured techniques for the recovery of failed systems and data access.
-Knowledge of analysis and design techniques to develop system software modifications, systems administration policy and procedures for use across the organization.
--Knowledge of the overall architecture of the systems administered in order to install and maintain software and hardware configurations.
--Knowledge of state-of-art system software technology and related computer equipment to perform studies and to evaluate system changes and provide customer support to unit personnel.
--Knowledge of the provisions and state-of-art hardware, software, operating systems, and various approaches to networking and interfaces, as well as existing C4 infrastructure, to determine the applicability and susceptibility for use within the unit.

--Knowledge of network configuration techniques, computer equipment and assigned system software to determine source of failures.

--Knowledge of a wide variety of applications, operating systems, protocols, and equipment used in customer organizations, and methods and practices for troubleshooting, recovering, adjusting, modifying, and improving current computer systems in the unit and troubleshooting techniques for all hardware and peripherals.
--Knowledge of a wide range of communications concepts, principles, and practices as well as telecommunications operating techniques, digital and analog communications requirements.
--Skill in identification, isolation and correction of complex workstation and network system faults. Skill in identifying and resolving conflicts between workstations, network and peripheral devices; skill in adapting existing software to advanced systems; and skill in adapting multiple devices to operate from individual workstations or as network devices
