Duties

Help
  • In a developing capacity, performs recruitment and placement assignments involving clerical and assistant, technical, and trade worker occupations.
  • Provides recruitment and placement, and affirmative employment advisory services, provides advice on most productive recruitment strategies for filling competitive or excepted service positions.
  • Participates in special initiatives, studies and projects, and affirmative employment activities.
  • Advises installations on regulatory compliance, other program requirements, and recommends possible alternate solutions to issues. Provides advice by using sound judgement and technical competency .
  • At higher grade, provides recruitment and placement services to complex and dynamic organizations requiring wide range of professional, scientific, administrative, and highly technical positions.
  • Prepares written correspondence and other documents to include items for newsletters, responses to congressional inquires, reports of specialist studies, briefings, responding to inquiries from employees and other customers.
  • Duties and responsibilities vary and may increase according to grade level.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE:
GS-07:
Applicants must have at least one (1) year of specialized experience equivalent to at least GS-05 grade level. Examples of specialized experience includes knowledge of Federal Human Resources employment, recruitment, and placement principles, concept, policies, and analytical techniques.

OR
EDUCATION:
One year of graduate level education or superior academic achievement. NOTE: You must submit a copy of official transcripts.

OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. NOTE: You must submit a copy of official transcripts.

GS-09: One year specialized experience equivalent to at least GS-07 grade level which includes knowledge of other Human Resources processes sufficient to relate recruitment and placement issues to them.

OR
EDUCATION:
Master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of official transcripts.

OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. NOTE: You must submit a copy of official transcripts.

GS-11: One year specialized experience equivalent to at least GS-09 grade level which includes skill in applying basic principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.

OR
EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of official transcripts.

OR
COMBINATION OF EDUCATION AND EXPERIENCE:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. NOTE: You must submit a copy of official transcripts.

GS-12: One year of specialized experience equivalent to at least the GS-11 grade level with the particular knowledge and ability to gather and analyze facts, draw conclusions from other information and communicate information clearly.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of Federal Human Resources (HR) affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
3. Skill in applying principles, provisions, laws, regulations, practices, and techniques of staffing and recruitment.
4. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services.
5. Ability to gather and analyze facts, draw conclusions from information, and communicate information clearly, orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

These positions are being filled under Direct-Hire Authority for the Department of Defense for Post-Secondary Students and Recent Graduates. The Secretary of the Air Force has delegated authority by the Office of the Secretary of Defense to directly appoint qualified post-secondary students and recent graduates directly into competitive service positions; these positions may be professional or administrative occupations and are located Air Force-Wide. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location.
*** The term "Current post-secondary student" means a person who is currently enrolled in, and in good academic standing at a full-time program at an institution of higher education; and is making satisfactory progress toward receipt of a baccalaureate or graduate degree; and has completed at least one year of the program.

Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
