This position supports the USDA Pacific SW Research Station located in Arcata, CA or Fort Bragg, CA. Duties

  • Duties listed are at the full performance level.
  • Operates, maintains, and collects data from hydrometeorological field instruments; performs field and laboratory measurements on hydrologic characteristics;
  • Analyzes and compiles reports of processed samples and measurements; queries and maintains research databases; Prepares maps, graphs, and other presentation materials using software packages.
  • Responsible for data compilation and quality assurance for hydrometeorological data, including streamflow, temperature, and rainfall data.
  • Prepares and processes sediment samples to determine sediment characteristics using gravimetric methods, as well as miscellaneous other sediment-related analyses.
  • Develops and implements quality control and assurance plans for the laboratory, and analyzes hydrologic data to determine the causes of data anomalies.
  • Compiles reports of processed samples, and analyzes data to calculate standard streamflow and precipitation metrics and assess sensor functions at each monitoring station.
  • Evaluates data quality and assembles data bases required to support research studies. Prepares reports of findings for assigned parts of studies.
  • Develops, maintains, and trouble-shoots software used at various stages in sample processing and reporting, as well as software used in processing and documenting other hydrologic data from monitoring sites.

Qualifications

Basic Requirement for Hydrology Series (1315):

Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

--OR--

Combination of education and experience:
course work as shown above, plus appropriate experience or additional education.
Evaluation of Experience: Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.

In addition to the Basic Education requirements, the following specialized experience and/or graduate level education are required.

Specialized Experience Requirement:

For the GS-7 level: One year of specialized experience equivalent to the next lower grade level (GS-05) or equivalent in the Federal service. Specialized experience at this level includes at All of the following items:

--Assisting in implementing well-established hydrology programs or projects.
--Responding to routine questions concerning water flow or circulation.
--Collecting, recording, and analyzing hydrologic data and samples.

--OR--

Superior academic achievement (SAA) with a bachelor's degree in a field that is qualifying for this position and one of the following: graduated in the upper third of the college graduating class; member of a national honor society (excluding freshman honor society); has a 3.0 GPA or higher out of a possible 4.0 as recorded on official transcript, or as computed based on 4 years of education or courses completed during the final 2 years of the curriculum; or had 3.5 GPA or higher out of a possible 4.0 on the average of all required courses completed in the major or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, i.e., 2.95 rounds to 3.0 and 2.94 rounds to 2.9).

--OR--

One year (18 semester/27 quarter hours) of progressively higher level graduate education leading toward a masters' degree in hydrology or a closely related discipline.

--OR--

An appropriate combination of graduate level education and specialized experience as described above that together meets the qualification requirements for this position.

For the GS-9 level:One year of specialized experience at or equivalent to the next lower grade level (GS-07) or equivalent in the federal service. specialized experience includes 4 out of the 5 of the following:

--Selecting standard methods and procedures to plan and carry out routine hydrologic projects.
-- Compiling and analyzing data to answer hydrologic questions.
--Writing hydrologic reports for scientific or resource management documents.
--Implementing quality control procedures to ensure accurate measurements and efficient data processing.
--Operating hydrologic sensors or sampling equipment at field sites

--OR--

A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., directly related to the work of this Hydrologist position. Examples of directly related education are: watershed science, forest hydrology, hydrologic engineering, hydrogeology, hydrology, environmental engineering, agricultural engineering, and soil science;

--OR--

An appropriate combination of specialized experience and education. Only graduate education in excess of 18 semester hours / 27 quarter hours may be used to qualify applicants for this grade level.. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

This position is a term, time-limited appointment with an initial duration no less than 13 months and can be extended up to a total of 4 years.
