Duties

Help

The incumbent performs human resources functions in multiple Human Resources (HR) areas to include: recruitment and staffing, position classification, compensation, and benefits.  Typical work assignments include:

Conduct job analysis, advertise vacancy announcements, evaluating applications, and issuing Certificates of Eligibles.

Assists senior-level HR Specialists in developing and classifying position descriptions to determine occupational series, title, and grading of OIG positions.

Serves as a backup to the Benefits Specialist and provides guidance and assistance to OIG employees regarding insurance, health benefits, leave and pay entitlements, retirement, Thrift Savings Plan, incentive awards, and injury compensation.

Reviews, codes, and processes personnel actions relevant to pay and compensation; recruitment and placement; awards and recognition; and benefits and separations.

Manages and maintains the electronic Official Personnel File (eOPF) for all OIG employees.

Manages new hire orientation programs and other resources in support of the onboarding process; interacts with new hires.

Manages the exit process (employees leaving the agency).

You must meet all qualification and eligibility requirements within 30 days of the closing date of the announcement. Appointment to this position may be subject to successful completion of a 1-year probationary period.

Qualifications

At the GS-07, applicants must possess one (1) year of specialized experience equivalent to the GS-05 grade level.  Specialized experience includes experience which demonstrates a basic knowledge of human resources practices. 

OR

1 full year of graduate level education or superior academic achievement

At the GS-09, applicants must possess one (1) full year of specialized experience equivalent to the GS-07 grade level.  Specialized experience includes experience in applying a wide range of practices in recruitment and placement, advising management officials on various recruitment strategies; work with managers to develop job analysis in preparation for vacancy announcements; analytical techniques to review positions and classify them; and retirement, health and life insurance, Thrift Savings Plan, and basic pay and compensation.

OR Applicants may qualify for this position based on a combination of education or specialized experience. Applicants must possess 1) a masters degree, or 2) two full years of progressively higher level graduate education leading to an LL.B. or J.D. or equivalent doctoral degree, or 3) one full year of specialized experience equivalent to the GS-07 grade level.

1) Knowledge of laws, regulations, policies, and procedures governing Federal human resources processing and programs.

2) Ability to provide a broad range of human resource management advisory services.

3) Skill in communicating both orally and in writing and interacting successfully with others at all organizational levels, both internal and external.

4) Ability to analyze complex issues, develop solutions, and provide options and recommendations.  

Education

Applicants must submit an unofficial and/or official transcript listing courses, grades earned, completion dates, and quarter and semester hours earned. Education completed in foreign colleges and universities may be used if the institution has been accredited by an organization recognized by the Department of Education.
