Summary

This position is located in the Alexandria, VA Office of the Department of Defense Office of Inspector General, Deputy Inspector General for Overseas Contingency Operations (ODIG OCO). The incumbent performs program analyst duties related to the Lead Inspector General (Lead IG) mission. The incumbent of the position will work in the Office of Readiness and Global Operations for Audit.

Duties

Help

Program Analyst demonstrates comprehension of and professional judgment in the application of generally accepted government auditing standards (GAGAS) and the Audit Handbook; and complies with these standards. Develops analysis, methodologies, and schedules; examines transactions and supporting documentation; and analyzes databases relevant to the project objectives and assigned tasks. Duties include:

  • Research applicable laws, directives and other regulatory material to gain audit knowledge.
  • Develop and contribute to audit guides and perform audit work within the established guidelines
  • Produces comprehensive reports of audit data collected.
  • Utilizes audit data to evaluate results and recommend solutions.
  • Develop drafts and final segments of audit reports.
  • Maintains security and accountability of classified information.
  • Performing reviews and technical assessment of Department of Defense (DoD) programs functions and missions.
  • Developing plans and approaches for analysis and evaluations.
  • Conducting studies and evaluations.
  • Assigning and providing instructions to team members; training and reviewing work products.
  • Gathering data, reviewing documents, conducting site visits and interviewing staff.
  • Documenting findings, preparing reports applying relevant procedures and protocols.
  • Providing and justifying recommendations and conclusions; defining corrective actions and defending or coordinating recommendations as required.
  • Researching relevant law, regulation and policy in evaluations
This position is being filled using 5 U.S. Code subsection 3161 authority. This excepted service position is temporary and available for 13-months. This temporary position may be terminated early or extended beyond the 13-month period based upon incumbent performance and the needs of the OIG.

Contingency Operations employees will may be required to travel to contingency operations locations, such as Southwest Asia. Travel will generally be between 2-4 weeks, and may include benefits, such as danger pay, post differential, and overtime. Candidates must meet specific requirements set forth by the related Combatant Command, such as CENTCOM, to be qualified to travel.

Knowledge Requirements/Skills for Program Analyst (343 series) position have:

  • Knowledge of the functions, processes, and principles of management (e.g., management practices, theories, and methodology of management) sufficient to organize and develop analysis or studies that will lead to improvement of overall operations.
  • Experience in communicating complex and technical information orally and in writing.
  • Experience communicating verbally and in writing with external and internal stakeholders. Examples of external stakeholders are audit clients. Internal stakeholder would be considered team members, supervisors, and upper management.
  • Experience writing reports and documenting evidence. In this position you will be required to document meetings, document all analysis to include referencing supporting evidence, and write reports that comply with Generally Accepted Government Auditing Standards.
  • Experience executing an audit, investigation, inspection, and/or examination. We would prefer experience conducting an audit in accordance with Generally Accepted Government Auditing Standards.
  • Experience working in a team of diverse individuals and contributing to a product that demonstrates how your individual role synchronized with the rest of the team's efforts.
  • Knowledge of and experience in conducting performance audits in accordance with Generally Accepted Government Auditing Standards (GAGAS) is required. Federal Inspector General auditing or U.S. Government Accountability Office experience is highly desirable.
  • Experience in interpersonal skills to meet and deal effectively with others at all levels of authority and exert a positive influence
Basic Requirement: In addition to meeting the basic requirement, qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
  • New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees transferring or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
  • U.S. Citizenship is required for this position.
  • Requires up to 25% of temporary duty (TDY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)
