Duties

Help
  • Serves as Natural Resources Program Manager with responsibility for providing continuous evaluation, program direction, and coordination of the natural resources management activities at water resource development projects throughout the District.
  • Develops and implements programs to inform or gather information from the public about lake programs and natural resources.
  • Performs site review of proposed developments or private exclusive use programs at lakes to ensure they comply with current Corps natural resources management policies and to ensure they are compatible with environmental conditions of the area.
  • Develops and establishes overall policy for natural resources and park planning, development, and management.
  • Evaluates plans and specifications for developmental activities submitted by public and private interests to determine their compliance with applicable Corps regulations and sound land management principles.
  • Attends professional conferences and meetings to represent the Corps and maintain awareness of current natural resource management programs, issues and trends that have applicability to district public lands and waters.
  • Answer requests for information about the natural resources program for a variety of agencies, the public and Congressional sources.
  • Coordinates District-wide events and actions related to natural resources program areas.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Above salary does not include locality. Locality adjustment will be determined by duty location once a selection has been made.

This position may be filed at any location serviced by the Mobile District Operations Division. This position is required to perform TDY of up to 75% traveling mostly with the Mobile District Operations Division Project Offices to include the Mobile District Headquarters Office. Final determination of assigned duty location will be determined upon selection.

Basic Requirement for 0401, Natural Resource Program Manager:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: (1) Manage Natural Resources Programs at a multiple-purpose lake projects; (2) Implement technical aspects of environmental compliance, natural resources, or outdoor recreation management; (3)Respond to inquires about natural resource programs and projects; and/or (4) Develop standards and guidelines for park or resource planning, such as identifying impacts of proposed actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education
