Duties

Help

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Intake/Assess, investigate, conciliate, and/or resolve complex, highly sensitive and difficult allegations of discrimination related to housing, and employment;

  • Conduct systemic housing discrimination complaints, which affect large numbers of minorities and women, or which have been in effect for a substantial period of time, resulting in institutional or flagrant housing discrimination patterns of practices.
  • Prepare final investigative reports, critically analyze evidence, and make findings and recommendations.

  • Work with Fair Housing Assistance Programs Agencies in the implementation of their responsibilities under the Fair Housing Act and other applicable statutes, rules and regulations.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Fair Housing and Equal Opportunity (FHEO). FHEO’s mission is to eliminate housing discrimination, promote economic opportunity, and achieve diverse, inclusive communities by leading the nation in the enforcement, administration, development, and public understanding of federal fair housing policies and laws. FHEO protects people from discrimination on the basis of race, color, religion, sex, national origin, disability, and familial status.

Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience:

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 

- Experience investigating discrimination in housing, lending, or other real estate-related transactions; AND writing determinations/decision documents in such investigations, and bringing such investigations to resolution.
OR
- Experience in conducting research and analysis for development of an assessment of fair housing, equity assessment, or analysis of impediments to fair housing choice. Experience drafting final assessment of fair housing, equity assessment, or analysis of impediments to fair housing choice.
OR
- Experience conducting fact finding AND writing determinations/decision documents AND working toward resolution for investigations or reviews assessing compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964.


For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: 

-Experience investigating discrimination in housing, lending, or other real estate-related transactions.
OR
Experience in conducting research and analysis for development of an assessment of fair housing, equity assessment, or analysis of impediments to fair housing choice.
OR
Experience conducting fact finding AND working toward resolution for investigations/reviews that assess compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Combination of experience and education. Only graduate level education in excess of the first 2 years may be credited for education and combined with experience. The total percentages must equal at least 100 percent to qualify.
 

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: 

-Experience investigating discrimination cases. (Including: party and witness interviews, document review, conducting on-site investigations, and analyzing evidence)
OR
Experience in assisting in the development of a public housing authority 5-year plan or City/County/State consolidated plan.
OR
Experience conducting fact finding for investigations/reviews that assess compliance with Section 504 of the Rehabilitation Act of 1973 or Title VI of the Civil Rights Act of 1964.
OR
EDUCATION: A related master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
A Combination: Combination of experience and education. This is creditable providing the combination total percentage equals 100% of the requirement. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.


Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-09, you must have been at the GS-07 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.

- Public Trust – Background Investigation will be required.
