This position is located in the Department of Defense (DoD) Office of the Inspector General (OIG), Mission Support Team, Acquisition Division. The incumbent serves as the Lead on all acquisition matters of the Acquisition Division and acquisition management and liaison.

Duties

Help
  • Leads staff of Acquisition Specialists, performing duties such as communicating plans, mission, vision, and values to staff; articulating assignments, projects, deadlines and timeframes; coaching and advising on work
  • Analyzes and interprets procurement law and regulation, executive orders, DoD policy and guidance, and Comptroller General Decisions; determines impact on acquisition program and advises on effect on operations.
  • Identifies and lead efforts for, procurement researches and drafts proposed policies and procedures for internal use and for use OIG wide. Explains and interprets law, regulation and procedures to OIG components.
  • Participates in acquisition planning; recommends strategies and options for delivery of acquisition services to support the OIG mission worldwide.
  • Analyzes procurement and acquisition business processes, customer service levels and other program areas; develops and applies evaluation criteria and metrics; identifies and recommends improvements
  • Manages a variety of acquisition and procurement actions for specialized equipment, supplies and services; reviews requests and determines the most effective and efficient acquisition method to meet mission requirements.
  • Works with components to prepare documents such as statements of work, cost analyses, or sole source justifications for procurement and acquisitions; reviews documents for submission to the contracting support center.
  • Manages actions sent to contracting support centers; provides expert advice to center staff and OIG components; ensures that actions are consistent with OIG policies and procedures and with acquisition plans.
  • Master and manages simplified acquisition processes and served as approver for using alternate purchasing mechanisms to
  • include use of the higher limit Government Purchase Card with a $25K purchasing limit and other delegated contract authority for direct purchasing methods.
  • Lead acquisition planning; develop strategies and options for delivery of acquisition services to support the OIG mission worldwide

  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.

  • This is an Acquisition Position and requires Level II certification in the Acquisition Career Field of Program Management or Contracting.
  • Career Field Certification (if applicable): Must possess certifications under Defense Acquisition Workforce Improvement Act (DAWIA) at hiring or obtain within 24 months after hiring

Qualifications

You must meet the specialized experience described below.

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the Federal service or at an equivalent level. Specialized experience is defined as: experience must be in Federal acquisition and procurement and can be in any of the following areas: purchasing, acquisition, procurement or contracting.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience and/or education obtained by the closing date of this announcement will be considered.
