Duties

Help

As a TRADE ENFORCEMENT ANALYST, GS-0301-13/14/15, your typical work assignments may include the following:

  • Provides expert research and analytical support in Mandarin to the Center, the Director and senior staff on technical trade issues related to international trade agreement implementation, enforcement, and monitoring, including dispute settlement.
  • Develops and implements research plans and identifies appropriate information resources to complete assigned projects.
  • Leads research and analysis of a variety of trade information written in Mandarin.
  • Leads investigations of trade related issues related to the implementation, monitoring and enforcement of international trade agreements with the U.S. and China.
  • Compiles information and analyzes data to be utilized in briefing materials, summary statements and speeches for senior staff on major China trade enforcement issues.
  • Creates formal reports and other materials for the development of strategies for negotiations and dispute settlement proceedings on U.S. and China trade issues.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that must demonstrate knowledge and understanding of U.S. and China trade policy including provisions of existing trade legislation and related administrative regulations regarding the implementation, enforcement, monitoring, and dispute settlement related to international trade agreements. Specialized experience must reflect all of the following: 1) Research and analysis of trade information related to China; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; 2) Assist in the investigation of trade issues to monitor and enforce international trade agreements; 3) Assist with the development of research plans and work with interagency teams; and 4) Assist with the development of strategies for negotiations and dispute settlement proceedings.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that must demonstrate a mastery level of knowledge and application of U.S. and China trade policy, including industrial policy and provisions of existing trade legislation and related administrative regulations regarding the implementation, enforcement, monitoring, and dispute settlement related to international trade agreements. Specialized experience must reflect all of the following: 1) Research, analysis, and make recommendations of China trade information; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; 2) Investigation of trade issues to monitor and enforce international trade agreements and make recommendations on the same; 3) Assist and coordinate with the development of research plans and work with interagency teams; and 4) Development of strategies for negotiations and dispute settlement proceedings.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that must demonstrate an expert level of knowledge and application of U.S. and China trade policy, including the political economy and industrial policy of China and provisions of trade legislation and related administrative regulations regarding the implementation, enforcement, monitoring, and dispute settlement related to international trade agreements. Specialized experience must reflect all of the following: 1) Leading research and analysis of trade information related to China; extracting and summarizing pertinent legal language, negotiating text, economic and trade data; 2) Leading investigation of trade issues to monitor and enforce international trade agreements; 3) Development and implementation of research plans and work with interagency teams as the agency representative; 4) Develop, implement, and provide oversight of strategies for negotiations and dispute settlement proceedings; and 5) Superior oral and written communication skills for monitoring and enforcing international trade agreements, analyses, and justifications with high level officials.

AND

Selective Placement Factor: Ability to research, analyze, and interpret documents and other written information in Mandarin Chinese is required. (Note: Only applicants that meet this requirement as of the closing date of this announcement will receive further consideration for this position.)
