Summary

The purpose of this position is to provide assistance to the Soil and Water Conservation District; to work with landowners to apply and maintain a number of conservation practices and review financial assistance requests under the provision of federal, state, and possibly local agricultural programs.

Duties

Help
  • Gathers preliminary resource inventory data and information on the physical features of agricultural and other natural resource sites.
  • Computes and plots engineering notes, prepares field sketches and drawings, selects standard designs, modifying or adjusting them to site conditions within the limits of the engineering practice review and approval.
  • Assists in conducting field investigations, surveys, and assembly of data needed in the development of conservation practices for structural solutions to problems with water quality, erosion, drainage, and irrigation.
  • Works with landowners on the application and maintenance of conservation practices common to the work unit area, independently explaining cost-share payment procedures to the landowner/producer.
  • Reviewing completed conservation plans with the landowner, arranging on-site assistance in application, and scheduling follow up with landowners or operators to check progress of conservation practices that are under construction.
  • Provides technical support to the conservation planners in resource planning by utilizing applicable NRCS survey tools and planning software, prepares cartographic orders, and assists NRCS Staff with data collection as requested.
  • Assists the District Conservationist in developing large area resource conservation plans; compiles resource information, prepares maps, and interprets soil survey data for use in conservation planning.
  • Assists with public information activities providing NRCS guidance and policy for the application of practices. As appropriate, conducts practice demonstrations and discusses conservation practices on tours and presentations.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience for GS-06 level: You must possess at least one year of specialized experience equivalent to the GS-05 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:

  • Advising landowners on the use of one or several single alternative practices such as nutrient management, roof runoff structures, contour cultivation, grassed waterways, and terracing;
  • Performing surveying work, reducing notes and drafting specifications for various stabilization or diversion practices;
  • Providing advice on merging conservation practices using established objectives; OR
Substitution of education in lieu of specialized experience for the GS-06 level: One (1) year of progressively higher level graduate education leading to a Master's degree with a major course of study in agriculture, forestry, range management, or another subject-matter field directly related to the position; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience for GS-07 level: You must possess at least one year of specialized experience equivalent to the GS-06 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
  • Designing, installing and maintaining a variety of non-routine conservation measures on public and privately owned land including farms, parks, shoreline, dams and reservoir areas, forests, and/or wildlife habitats;
  • Advising property holders on the effectiveness of applying soil and water conservation practices;
  • Conducting basic research in support of conservation planning efforts;
  • Performing surveying work, reducing notes and drafting specifications for various stabilization or diversion practices;
  • Providing advice on merging conservation practices using established objectives;
  • Developing and maintaining constructive relationships with clients, partners, and Conservation Districts; OR
Substitution of education in lieu of specialized experience for the GS-07 level: One (1) year of progressively higher level graduate education leading to a Master's degree with a major course of study in agriculture, forestry, range management, or another subject-matter field directly related to the position; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

Specialized Experience for GS-08 level: You must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
  • Installing and maintaining conservation measures on public or privately-owned land including parks, shoreline, refuse waste sites, dams and reservoir areas, water and sewer sites, road embankments, forests, and wildlife habitats;
  • Installing and maintaining soil and water conservation measures on farms, ranches or agricultural land; OR
Substitution of education in lieu of specialized experience for the GS-08 level: One and a half (1.5) years of progressively higher level graduate education leading to a Master's degree with a major course of study in agriculture, forestry, range management, or another subject-matter field directly related to the position; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

  • Physical Demands: The work requires regular and routine prolonged walking over field terrain and bending, lifting, and stretching when utilizing survey instruments and equipment.
  • Work Environment: The work involves regular and recurring exposure to agricultural and construction type equipment while in operation. There may be exposure to heat snow and ice as well as herbicide and chemical spray operations, which require safety precautions.
