This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (USPFO S&S), Position Description Number T5260000 and is part of the MI USPFO, National Guard.
This is a Temporary Promotion for an appointment of [ 18 Months ].
This position is located in the United States Property and Fiscal Office (USP&FO). The purpose of the position is to manage and direct the daily Commercial Traffic Management Program for freight, equipment, personal property and passenger movements. Provides traffic management advisory services and formulates commercial traffic management policies.
1. Functions as the Installation Transportation Agent appointed by the USP&FO in each State.
2. Provides advisory services to the USPFO and top management staff officials of the ARNG, DA and other outside agencies on all matters relating to NG traffic management functions, including program requirements, capabilities, policies and procedures.
3. Establishes direct communication with Federal and State Departments of Transportations for the movement of Army equipment via commercial carriers.
4. Negotiates with commercial common carriers for the purpose of meeting mission requirements and to ensure the efficient and effective use of resources.
5. Plans and schedules work in a manner that promotes a smooth flow and even distribution.

Irregular and overtime hours may be required to support operational requirements or contingencies.

General Experience (for GS-5 positions):Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
Making presentations on traffic matters before Federal, State, or local regulatory bodies.
Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
Providing advisory service involving commodity analysis from the transportation standpoint.
