Duties

Help

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $111,015.00 - $144,316.00 (INCLUDES LOCALITY).

The candidate will provide a full range of supervision to staff and manage other related projects as assigned. The candidate will be highly motivated and demonstrate experience in planning, conducting, and executing complex tasks and assignments. Duties include, but are not limited, to:

  • Manages auditors responsible for performing U.S. Postal Human Resources related performance audits, evaluations, assessments, and/or reviews
  • Coaches, mentors, and develops staff. Accomplishes staff results by communicating job expectations; monitoring and appraising job results; addressing performance issues; and providing actionable feedback and career development opportunities
  • Provides oversight and coordination of contractors to accomplish Office of Audit mission and objectives while adhering to established regulations, guidance and policy, and meeting acceptable standards for timeliness, accuracy, quality, and completeness
  • Establishes and maintains productive working relationships and consistent professional communications with Postal Service management and staff
  • Schedules projects and staff assignments and manages budget so as to comply with the organization's needs. Reviews and approves the objective, scope, and methodology of each project
  • Manages audit projects to ensure that professional standards are maintained in the planning, fieldwork, and reporting phases and in the accumulation of evidentiary data that is technically sound and meet OIG and professional standards
  • Provides technical expertise, support, and guidance to auditors on administrative activities
  • Prepares various reports, correspondence, and briefings
  • Presents oral briefings to management
  • Manage auditors responsible for accumulating data, maintaining records, and preparing periodic reports to Congress and senior management on audit activities

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelor's degree in accounting or a degree in a related field such as business administration, finance, or public administration from an accredited college or university
  • To qualify for the Auditor (0511) position the degree program must also have included or been supplemented by 24 semester hours in accounting: OR a combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. This must also include one of the following: (1) 24 semester hours in accounting or auditing courses of appropriate type and quality; (2) a certificate as Certified Public Accountant, Certified Fraud Examiner, or Certified Internal Auditor, obtained through written examination; or (3) completion of the requirements for a degree that included substantial course work in accounting or auditing.
  • At least four (4) years of experience conducting financial, program, and/or performance audits? Postal Service specialized experience may be substituted for up to 4 years of experience on a year by year basis. (Your resume must reflect where, when, and how you gained this experience.)

DESIRABLE QUALIFICATIONS
  • Experience managing a team of professional employees including monitoring and addressing performance issues, and providing actionable feedback.
  • Experience in effectively scheduling and staffing projects and managing travel and training budgets
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Knowledge of auditing theory, concepts, and standards and knowledge of advanced audit techniques for designing, planning, directing, and executing HR and/or related audits, evaluations, assessments, and/or reviews
  • Ability to apply effective project management and to provide the full range of technical and administrative supervision to professional audit staff
  • Ability to maintain effective liaison relationships with auditees, audit organizations, and other interested parties on significant audit matters and to resolve issues or problems
  • Ability to develop and review written audit reports and correspondence that are clear, concise, and convincing
  • Ability to effectively communicate and present project results to senior officials
