Duties

Help
  • Serve as a Contracting Division Chief and Warranted Contracting Officer for the Defense Health Agency (DHA) HQ, overseeing regionally assigned medical procurement functions, to satisfy the organization's mission to provide a medically ready force.
  • Coordinate with procurement officials in the evaluation and/or acquisition of necessary requirements for the organization's most complex contracting activities.
  • Collaborate with Contracting Officer Representatives and subordinate Contracting Officers to establish effective contractual outcomes throughout the Military Health System (MHS).
  • Prepare decisions and justifications for DHA's procurement position and testify in formal litigations when issues are contested.
  • Serve as a member and chair on source selection evaluation boards, technical evaluation panels, source selection advisory councils, committees, and working groups.
  • Brief internal and external stakeholders on current acquisition projects plans, activities and strategies to ensure strategic communication throughout the MHS.
  • Develop input for replies to inquiries from federal agencies, the Uniformed Services, private sector organizations, and Congress.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position may require the incumbent to work on an "on call" basis, necessary to meet mission requirements.
  • This position has been designated ?Mission Essential?. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • Written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Education Requirements:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

Basic Requirements for Critical Acquisition Positions (CAP): This position has been identified as a Critical Acquisition Position. The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must:

1) be eligible for GS-14, or equivalent; and

2) hold a bachelor's degree from an accredited institution (NOTE: Transcripts Required); and

3) have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions; and

4) possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Specialized Experience Requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes planning and administering multiple complex government contracts throughout the acquisition life cycle; collaborating with procurement stakeholders to establish an organization's strategic contracting objectives; briefing internal and external executive staff regarding organizational contracting program activities and strategies; and providing technical and administrative leadership to a subordinate contracting staff.

Time in Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

This DAW position requires the incumbent to be Level III certified at time of assignment or able to acquire Level III certification within 24 months of assignment in the DAW career field of Contracting. In addition, the incumbent must be a member of the Acquisition Corps or be eligible for membership in the Acquisition Corps at time of assignment. Further, the incumbent must meet the corresponding DAW career field education requirement and have the experience commensurate with Level III certification. This is a condition of employment and failure to acquire or maintain Level III certification may result in an adverse action to include removal from this position.
