Help

The Communications Specialist serves as an expert advisor on all aspects of the communications programs administered by Assistant Under Secretary for Health for Patient Care Services (AUSH for PCS). S/he is responsible for developing, writing, and editing communications documents that articulate the positions of the Veterans Health Administration (VHA). This position provides advisory services to management on a wide range of complex communication program activities, administrative and technical program activities, and performs research, analytical and administrative work in support of the development of cooperative agreements with other Strategic Health Care Groups within AUSH for PCS. The Communications Specialist is responsible for the following:


Serves as a principal advisor to management on assigned communications support tasks.

Develops key corporate messages related to time-sensitive issues or major initiatives and contributes to VHA's effort to educate the general public, media and VA stakeholders.

Assists programmatic offices through the strategy and content creation process using research/analysis, planning, implementation and evaluation to convey information about AUSH for PCS programs and services to a variety of audiences across all communication channels. Analyzes program related information. Provides recommendations to improve program design/process for communication products.

Develops content to support the full spectrum of communication such as talking points, presentations, blogs and speeches, responses to media queries, social media, email alerts, official correspondence, and website content.

Uses program management principles and software including knowledge of Microsoft
software, e.g., Access, Word, Excel, PowerPoint and other related programs.




Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of communication principles, methods, practices and techniques; analytical methods; and interpersonal relations practices. Experience in presenting ideas in written materials in new ways that will increase understanding among publics with varying levels of comprehension of agency programs and policies, or opposition or indifference to the agency's program objectives; writing and editing content for internet and intranet sites, collaborating and providing guidance to stakeholders on website content, organization, management; coordinating promotion of Websites and products among intended audiences; writing content about programs for social media sites, blogs, twitter and Facebook.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary; however walking, standing, bending and lifting are customary physical demands of this position.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
