Summary

About the Position: Serves as the Acquisitions Librarian for The Army University, Learning Systems Division, Library Enterprise Division (LED). LED administrates and manages the Library Services Platform for the Army University Library System consortium consisting of 16 Academic Libraries.

This position may be filled at either grade level. The full performance level is GS-12. See the "Additional Information" section for placement of military spouse preference applicants.

Duties

  • The responsibilities described below are for the full-performance level. At the developmental grade level (GS-11), you will perform assignments under closer than normal supervision.
  • As a Librarian (Acquisition), you will perform the following duties which is not an all-inclusive list:
  • Provides administrative and contracting support in the acquisition of electronic library content as well as acquisition of library systems, services, maintenance agreements, and automated software tools.
  • Negotiates terms and conditions and managing vendor/enterprise-wide licensing agreements.
  • Counsels and educates faculty, librarians, students and staff in copyright and digital rights matters; develops best practices; and assists with the development of copyright policies and practices.
  • Prepares and manages resource budgets designated to support the library mission.
  • Prepares acquisitions and contracting requisition packages and documentation, to include market research, contracts, and licenses.
  • Develops marketing and communications strategies and plans for library services and programs.
  • Serves as a back up Administrator of the Integrated Library System (ILS).
  • Communicates complex legal and policy concepts to non-specialist faculty, librarians, staff and student audiences.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. All librarians must meet the basic requirements for professional education in library science or possess equivalent experience and education as described below:

Completion of at least one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. (Note: You must attach a copy of your transcripts.)

-OR-

Have a total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

QUALIFICATIONS FOR GS-11:

Specialized Experience:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) utilizing an automated library system such as Integrated Library System (ILS), Learning Management System (LMS), or other similar automated library services platform to maintain electronic library content; and (2) communicating with faculty and/or staff to advise and/or educate on library procedures (i.e., copyright permissions, digital rights matters).

-OR-

Education: Successfully completed three (3) full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. (Note: You must attach a copy of your transcripts.)

-OR-

Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

QUALIFICATION FOR GS-12:

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: (1) managing electronic library content utilizing an automated library system such as Integrated Library System (ILS), Learning Management System (LMS), or other similar automated library services platform; (2) communicating with faculty and staff to advise and educate on library procedures (i.e., copyright permissions, digital rights matters); (3) and providing administrative support to assist in the acquisition of library content.

Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For the GS-12 level, you must meet the minimum qualification requirement using experience alone--no substitution of education for specialized experience is permitted.

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

NOTE: All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcement. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
