Summary

This position is located in the Information Technology Division, Office of Audits (AUD/IT), Office of Inspector General (OIG), of the U.S. Department of State.  The OIG has statutory oversight responsibility covering the Department and the U.S. Agency for Global Media (USAGM).  This includes conducting and reporting on audits, inspections, investigations and on special inquiries of all overseas and domestic organizational entities of these organizations.

Duties

Help
  • Independently plans, conducts, and participates in audits and leads audit teams in conducting difficult assignments that typically involve programs, systems, functions, policies, and various issues.
  • Audits conducted involved or consist of activities to review and evaluate the performance of an entity's assigned functions or activities involved in the detection of fraud, waste and abuse.
  • Participates on a team of auditors in conducting difficult audits of the organizational entities located domestically or overseas.
  • Uses research and writing skills to assist in the development of an annual planning document that proposes potential audits projects.
  • Analyzes and reviews various reports and provides input and recommendations regarding content and substance of written material. material.
  • Reviews and edits draft assignment reports of other team members and provide assistance in preparing or improving the content of the draft.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Independently developing basic audit IT programs that clearly define scope and steps to accomplish project objectives in accordance with the Government Auditing Standards;
  • Interpreting and applying pertinent laws, regulations, policies, and procedures relevant to the specific audit;
  • Developing and supporting findings that accurately report condition, criteria, cause, and effect and proposes viable recommendations for corrective actions, as applicable; 
  • Independently conducting segments of performance audits of large organizations; 
  • Preparing segments of draft and final performance audit reports; and presenting findings and justifying recommendations in meetings or conferences.

  • Developing methods to isolate and identify conditions affecting mission capability, susceptibility to fraud. and the potential for increased efficiency;
  • Independently conducting and/or assist staff auditors in conducting segments of performance audits of large organizations;
  • Preparing draft and final performance audit reports; and presenting in meeting or conferences findings and justifying recommendations that accurately report condition, criteria, cause. and effect and proposes viable recommendations for corrective actions, as applicable.

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in auditing OR a degree in a related field such as business administration, finance, or public administration or accounting;

OR B. Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge AND meet 1 or 2 below:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  2. Completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours).
