Summary

This position is located in the Information Technology Branch, Administrative Services Division, of the Hopi Health Care Center in Polacca, Arizona. This position serves as the Supervisory Information Technology Specialist specializing in the administration, operation, and maintenance of personal computers, local and wide area networking, telecommunications equipment, and patient care related databases for the Service Unit. This position reports to the Chief Operations Officer.

  • Provides leadership by developing schedules, assigning and monitoring work, implementing productivity standards, resolving operations issues, maintaining reference manuals, and implementing new procedures.
  • Serves as the network manager and security officer for the Hopi Health Care Center facility local area network, supervising activities related to design, installation, and maintenance of network equipment and cabling for computer systems..
  • Supervise activities related to software systems and database management; responsible for development and customization of software applications, relevant to health care facilities management, using programming languages such as C#, Linux, Python, Java/JavaScript, PHP, HTML, Unix, Powershell/Command Line, R, SQL, in Windows 7, 10, Windows Server 2008, 2016, 2019, Linux distros & servers, Unix, Mumps, third party utility software to manage the software and other standard Office suite environments.
  • Recommends information technology strategies, policies, and procedures by evaluating organizational outcomes, identifying problems, evaluating trends and anticipating requirements.
  • Maintains staff by recruiting, selecting, orienting, and training employees, maintaining a safe and secure work environment, and developing personal growth opportunities.
  • Coaching, mentoring, and disciplining employees, planning, monitoring, appraising job results, and enforcing systems, policies, and procedures.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

MINIMUM QUALIFICATIONS, GS-2210-12:
Your resume must demonstrate at least (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Example include: In-depth working knowledge and working experience of with agency MUMPS and UNIX programs, Network Administration, Windows servers, Hyper-V servers, TCP/IP configuration and implementation, RS232, Telecommunications, and network connectivity per IEEE standards. Knowledge of the structures and work processes involved in the facilities subsystems (e.g., Pharmacy, Patient Registration, Case Management, Contract Health, Third Party Billing, ADT, OMAN, Fileman, SOL) so as to recognized probable conflicts.

AND

GS-5 through GS-15 (or equivalent): For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is covered by a Bargaining Unit.
