Duties

Help

The incumbent of this position serves as a Lead Inspector in the Management Division of the Office of Inspections (ISP). The Management Division is responsible for independently and objectively conducting inspections and reviews of management functions and related activities that are carried out in domestic facilities and foreign posts, missions, and centers. Management functions include, but are not limited to facility management, financial management, human resources, and general services programs administered by bureaus or operating units of the Department and USAGM. All work of the Division is conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency’s (CIGIE) Quality Standards for Inspection and Evaluation.

--Plans and conducts the management portion of inspections of Department and USAGM overseas posts and domestic operations and programs. Inspections typically include a wide variety of work processes carried out in diverse organizations and geographic locations and involve exceedingly complex, novel, or highly controversial issues.

--Prepares clear and succinct draft reports for team leadership. Ensures that draft reports include the most important problems and issues along with sound recommendations for improvements. Supports all findings with evidence in accordance with CIGIE Quality Standards for Inspection and Evaluation and maintains appropriate records and files.

--Directs and reviews the work of other inspectors, provides them with guidance, coordinates their work activities, and oversees the preparation of reports. The incumbent may serve as the deputy team leader of a multidisciplinary inspection team with day-to-day responsibility for managing the team, preparing the report, and briefing lead Department and USAGM officials.

--Briefs senior Department and USAGM officials on inspection findings. Maintains effective relationships when representing ISP and OIG in negotiating with Department and USAGM officials for acceptance of the inspection findings and for the resolution of any conflicts.

--Reviews and provides assessments of existing and/or proposed Departmental policies related to

Department and USAGM programs and operations. Prepares responses to inquiries from Congressional or other entities.

--Presents at classes, seminars, and conferences including those held at the Foreign Affairs Institute.

- Skill in oversight of U.S. Government domestic and/or overseas operations (including facilities management, financial management, human resources, or general services) and related statutes, standards, and policies.

- Skill in planning, organizing, and managing an inspection or audit process.

- Skill in using a wide range of qualitative and quantitative methods to improve program effectiveness.

- Skill in drafting and editing reports, and briefing senior officials in multiple organizations.

- Knowledge of CIGIE Quality Standards for Inspection and Evaluation and/or General Accountability Office (GAO) Generally Accepted Government Auditing Standards.

Qualified candidates are assigned a score between 70 and 100.
