About the Position: This position is located at Fort Hamilton in New York City, Bay Ridge Brooklyn, at the base of the Verrazano Narrows Bridge, which is a viable cultural area. It is 20 minutes to mid-town Manhattan. The Fort Hamilton Military Community has been home to the North Atlantic Division, U.S. Army Corps of Engineers; New York City Recruiting Battalion; and New York Military Entrance Processing Station. Commuter buses and trains are readily accessible from this location.

Duties

Help
  • Serves as the Contract Management Support Officer (CMSO) in the Resource Management Directorate.
  • Responsible for assignments involving procurement planning and procurement program execution activities for projects within the overall procurement program of installation support services requirements.
  • Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and timelines.
  • Collects quantitative and qualitative data in significant areas relating it to procurement and contract operations.
  • Analyzes data and draws conclusions based on previous performance, current goals and objectives, projected performances, and possible impact on the acquisition program.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent will be required to obtain and maintain a determination of eligibility for a Secret security clearance.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This is a TERM appt NTE 13 months. A Term position may be extended for a max of 8 yrs depending upon the needs of mgmt. Contingent to specific conditions, there may be an opportunity to be noncomp converted to a perm career-cond or career appt.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

NOTE: This is a Term Appointment NTE 13 months and it may be extended up to total of 6 years. Contingent to specific conditions, this appointment has the potential for an extension beyond 6 years and/or there may be an opportunity to be noncompetitively converted to a career-conditional or career appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) analyzing efficiency of an organization's service contracts; 2) analyzing cost elements of contract proposals; and 3) facilitating contract review boards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
