This position is in the Office of the Chief Financial Officer, which is responsible for providing strategic consulting and advice to our business partners, helping them deliver on their mission. As a Budget Analyst, you will be responsible for performing a variety of assignments in the occupation of budget accounts and financial operations.
Duties at the GS-07 Grade Level
Performs a variety of the technical duties of budget, financial and program analysis work. Working with a higher-graded analyst, performs budget and financial work for designated segments of major budget accounts such as B/A 61. This includes expenditures related to salaries, travel, training, operating, leasing and administrative expenses and capital expenditures. Serves as a liaison between program managers and their representatives, the budget division and/or other staff offices connected with the budget and financial management process. Provides assistance to managers and employees in the correct methods and procedures to be followed in the preparation of their respective budget estimates for the activities for which they are responsible. Reviews estimates submitted by program managers for compliance with rules, regulations and established procedures. Implements and maintains control procedures for effective administration of the less complex aspects of assigned budget segments to ensure that approved allowances are not exceeded. Provides budgetary and financial assistance for less complex areas of fund requirements during preparation of annual and quarterly Financial Management Program Plans.

SPECIALIZED EXPERIENCE:
GS-07 Grade Level
The GS-07 salary range starts at $48,670 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service. Specialized experience is having a basic knowledge in budget, presentation, and execution of budgeting and financial management laws, regulations, policies, precedents, and methods to formulate, justify and monitor budget activities. OR
Education: One full year of graduate level education or Superior Academic Achievement (SAA).
Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following:
1. Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (rounded to one decimal point) of:

GS-09 Grade Level
The GS-09 salary range starts at $59,534 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience in budget, presentation, and execution that included the application of budgeting and/or financial management laws, regulations, policies, precedents, and methods to formulate, justify and monitor budget activities; and the analysis and evaluation of financial and budgetary relationships to develop recommendations for budgetary actions. OR
Education: Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. OR
Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
