This position is in the Office of the Chief Financial Officer, which is responsible for providing strategic consulting and advice to our business partners, helping them deliver on their mission. As a Financial Management Analyst, you will serves in a developmental position designed to orient the incumbent to the diverse functions that GSA accomplishes.

Duties at the GS-07 Grade Level

Perform tasks related to the efficient management of financial management systems and operations. Assist with performing financial transactions and assist with program research associated with the accounts receivable and accounts payable programs. Projects spending during the fiscal year based on current spending levels, historical levels, financial trends, and other known factors. Participates in financial analysis and planning activities related to the Chief Financial Officer (CFO) financial community. Runs and obtains specific financial reports from accounting system(s) on a daily basis (e.g. financial statements). Assists with monitoring and tracking expenditures and revenue against authorized levels. Gathers and reviews a variety of narrative and/or statistical data to prepare reports; conducts analyses of data with respect to the CFO nationwide operating programs such as participating in the review and analysis of GSA's annual budget estimates and financial performance.

Duties at the GS-09 Grade Level

Perform tasks related to the efficient management of financial management systems and operations. Drafts necessary guidelines and policies for preparation of regional and Central Office operating program budget plans. Performs financial analysis and administration functions including tasks related to the formulation, presentation and execution of GSA's annual budget. Projects spending during the fiscal year based on current spending levels, historical levels, financial trends, and other known factors. Performs detailed analysis and reconciliation of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions. Monitors and tracks expenditures against authorized levels. Prepares monthly fund status reports and other financial statements. Retrieves, analyzes, organizes, and distributes vendor and financial data and information to ensure complete, reliable and consistent financial information and standard reports are provided to executives, managers, and employees within GSA.

SPECIALIZED EXPERIENCE

GS-07 Grade Level

The GS-07 salary range starts at $48,670 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service. Specialized experience is experience analyzing various financial and/or accounting matters. Such experience must have provided the applicant with a general knowledge of financial management and analytical principles, concepts and practices necessary to evaluate the financial status of an organization. OR

Education: One full year of graduate level education or Superior Academic Achievement (SAA).

Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following:

1.         Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on
completed courses.

2.          Grade-point average (rounded to one decimal point) of:

                      1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2                                 years of your curriculum; or
                      2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2                               years of the curriculum.

3.          Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies. OR

Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

GS-9 Grade Level

The GS-09 salary range starts at $59,534 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience analyzing various programmatic, business, financial, and accounting matters. Such experience must have provided the applicant with a broad knowledge of financial management and analytical principles, concepts and practices necessary to evaluate the financial status of an organization. OR

Education: Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. OR

Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
