Summary

Current Federal employees serving under career or career-conditional competitive service appointments, former Federal employees with reinstatement eligibility, or persons eligible for non-competitive appointment under special appointment authorities.
As the Chief Technology Officer (CTO), you will advise the CIO and OIG executive leadership team on technology innovation, support HHS OIG technology projects, and work collaboratively with OIG staff to foster an environment of innovation and experimentation in support of OIG's mission.
Duties will include, but not be limited to the following:
Serve as principle advisor and consultant to senior leaders for major information technology architecture issues affecting OIG.
Perform key leadership role within OIG, advising the direction for technology strategy of the agency in coordination with other OIG executives working on the OIG Health Technology Strategy.
Conduct expert level technical research to identify and recommend innovative emerging techniques, technologies, and products that will be successfully implemented across the OIG organization with positive results.
Use a deep understanding of successful digital transformation both inside and outside the government, including user-centered design and development practices and modern consumer Internet technologies, to lead major initiatives, provide consultation on systems or policy proposals, and provide technical, policy, and programmatic guidance to senior leaders.
Oversee the development and demonstration of technical architectures and engineering of solutions with modern technology stacks and scalable infrastructures, focused on performance, resilience, flexibility, and security.
Identify potential technology problems, impacts, and solutions on issues with broad healthcare or governmental implications.
Represent and speak for the CIO in dealing with key HHS officials, other agency officials, representatives of business and industry, Congressional committees and staffs, and other matters involving plans, programs, policies and objectives of the Office of Information Technology.
Registration with the Selective Service (if applicable).
Suitability for Federal employment determined by background investigation.
One-year probationary period may be required.

Qualifications
Specialized Experience: To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties of the position, including progressively responsible experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (TQs) listed below. Specialized experience includes but is not limited to providing expert advice on major information technology architecture issues, assessing, recommending and successfully implementing emerging technologies, sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector or nongovernmental organizations.
Technical Qualifications (TQs) - Mandatory; your resume (5-page limit) and required TQ narrative (4-page limit) must clearly show that you possess the following TQs:
Demonstrated ability to lead implementation and management of cloud-based continuous integration/continuous delivery pipelines that facilitate a DevSecOps approach to building enterprise software applications.
Demonstrated experience managing cloud-based technologies to support advanced data analytics activities.
Demonstrated experience providing expert advice regarding a wide range of technology issues such as the adoption, implementation, and upgrade of cloud-based platforms, containers, open source software, mobile technology, artificial intelligence, and other emerging technologies.
Demonstrated ability to successfully implement enterprise technology solutions using appropriate emerging technologies and complying with appropriate security, privacy, and other regulatory requirements.

The 2210 IT Management Series has an Individual Occupational Requirement. Applicants must have IT-related experience demonstrating each of the following four competencies:
