This position is located in the Small Business Administration, Office of International Trade in Washington, D.C. The Director, International Trade Finance Operations represents the SBA to the U.S. Commercial Service (Dept. of Commerce) and other export related agencies. Provides guidance to U.S. small businesses on entering international markets through trade development and export finance programs.

Duties

Help

  • As the Director of OIT's International Trade Finance Operations, the incumbent directs the day to day management of OIT's International Trade Finance programs and serves as its key advisor, and directs and manages efforts to research, analyze, develop, and implement agency-wide policies, standards and procedures to effectively strengthen OIT's International Trade Finance programs.
  • Provides expert guidance on the development of new legislation and policies affecting OIT, makes recommendations regarding improvements to the OIT International Trade Finance programs; provides input into the development of program goals and objectives; represents the Associate Administrator in dealings with other agencies, the Congress, the White House and interested outside organizations; and assists the Associate Administrator to conduct international and diplomatic activities, including participation on the United States Trade Representative-led
    (USTR) Trade Policy Staff Committees (TPSC) and the National Security Council's Policy Coordination Committees)-committees which require eligibility for access to Sensitive Compartmented Information (SCI) and Non-Critical Sensitive information.
  • Provides trade and export finance expertise to business and lending communities; provides strategic planning for the marketing and delivery of SBA technical assistance and export finance programs; provides expert guidance and direction to accomplish the goals and objectives of U.S. Export Assistance Centers (USEAC).
  • Manages the full range of the SBA's export assistance programs, including loan guarantee programs, for lenders and small businesses. Actively markets SBA's export finance programs to lenders and small businesses, and proactively solicits export loan applications from participating lenders; provides training and other expert technical assistance in the use of these programs to both the lending and business communities; underwrites and services SBA's export working capital loan guarantees; and assists with loan liquidations.
  • Counsels small businesses in all aspects of international marketing, including conducting market research; identifying and qualifying foreign buyers; establishing joint ventures; establishing appropriate pricing structures; applying for export licenses; shipping and distributing goods; and
    financing exports. Also, counsels businesses on SBA's trade promotion and export finance programs.
  • Represents OIT and SBA at meetings with state, national, and international representatives, and provides input for communication with Congress and the media on international trade and international trade finance issues; also represents SBA and explains SBA programs in a wide range of venues, including trade shows, seminars, and export-related speaking engagements, as well as to the media. Communicates the needs of exporters to other SBA divisions and ensures that inquiries are directed to the appropriate SBA staff.
  • As a subject matter expert, the incumbent will work with the U.S. Commercial Service management team to ensure SBA staff assigned to USEACs participates actively in the local business community, bringing SBA's export promotion and export finance resources and expertise to small businesses.
  • Monitors current and emerging needs of small business exporters making recommendations to management and OIT for program and policy modifications that could enhance the international competitiveness of small exporters.

Qualifications

GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector leading teams related to international trade finance AND all of the specialized experience listed below:
(1) using advanced concepts, oversight principles, and management practices of international trade finance to assist businesses in access to overseas markets; AND
(2) expert analysis of trends in international trade finance programs to determine the nature and level of competition across international trade programs; AND
(3) guiding adherence to export trade regulations and restrictions; AND
(4) providing trade finance, pre-export finance, and ABL underwriting services to businesses and lenders. These qualifications must be clearly referenced in your resume.
