- Develops, conducts, and oversees studies, evaluations, and analyses of the quality, performance, implementation, and impacts of ACF programs and other issues relevant to the populations served by ACF from project inception through field work to completion of reports.
- Utilizes appropriate research, evaluation, and statistical techniques to assess effectiveness and identify ways to improve these programs.
- Develops, conducts, and oversees studies and analyses to identify and understand the characteristics, needs, behavior, and preferences of the target populations of ACF programs from project inception through fieldwork to completion of reports.
- Communicates and disseminates study findings in forms useful to federal, state, and local research, program, and policy audiences to inform assessment and improvement of ACF programs and policies.
