  • The Planning Division is recruiting for the following position and series below: Archaeologist (0193)
  • Responsible for work pertaining to the environmental consideration in the New York Districts program of civil works planning and construction, regulatory, functions and military construction.
  • Submit Environmental Statements, as required, for processing to the U.S. Environmental Protection Agency in connection with permit applications, whenever it is determined that the proposed action will have a significant impact on the environment.
  • Evaluate the effect of proposed projects on the general public interest.
  • Collaborate with supervisor on major deviations from established policies and problems of a unique nature.
  • Conduct studies of the environmental effects of Corps proposed actions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to the position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Position may require travel away from the worksite (TDY) to other duty locations 25% or less of the time to conduct site visits and to meet with customers, users, and stakeholders.
  • Position may require a valid, state-issued motor vehicle driver's license since project sites may be located in remote areas that are not accessible by public transportation.

Qualifications

Positions will be filled under the Department of Defense Direct Hire Authority for Certain Competitive Service Positions, 5 USC Section 9905.

Position may be filled at either the GS-5, GS-07, GS-09, GS-11 or GS-12 grade level. At the GS-05 through GS-11 level, the incumbent may be non-competitively promoted to the next higher grade when meeting all qualifications and training requirements and recommended by the immediate supervisor.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Archaeologist, 0193:
A. Education - Degree: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archaeology; (2) archaeology of a major geographical area such as North America or Africa; (3) regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archaeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archaeological field school.
OR
B. Education - Related Curriculum: Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed in A above (including archaeological field school).
OR
C. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.
OR
D. Experience: Four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archaeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archaeological project.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

For the GS-05 no experience is required, however you must meet one of the basic education requirements found above under the "Qualifications" section described above.

To Qualify at the Grade Level GS-07 Your resume will be reviewed for one year of specialized experience relative to the position(s) for which you are being considered. The specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, in Archaeology.
OR
Superior Academic Achievement: In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

To Qualify at the Grade Level GS-09 Your resume will be reviewed for one year of specialized experience relative to the position(s) for which you are being considered. The specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, in Archaeology.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To Qualify at the Grade Level GS-11 Your resume will be reviewed for one year of specialized experience relative to the position(s) for which you are being considered. The specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Architecture, Hydrology, Hydraulics.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To Qualify at the Grade Level GS-12 Your resume will be reviewed for one year of specialized experience relative to the position(s) for which your resume may be considered. The specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
