The intention of this direct hire authority is to appoint qualified candidates who are NOT Department of Defense (DoD) competitive service employees. Current DoD employees are encouraged to apply to merit promotion positions.

Duties

Help
  • Operates a hydrographic survey launch that is less than 26 feet in length, with a 4 foot extension, engine protection bar.
  • Requires knowledge of the load capability of the launch which varies with the type of load and wind/weather conditions.
  • Operates the launch in waterways with danger areas, limited sight distance, shallow harbors and narrow channels in all seasons and weather conditions except during freeze-up and major storms.
  • Is required to transport survey party members and equipment to and from work sites.
  • Will be required to drive the truck with boat/trailer in traffic, over highways, uneven roads, and in narrow or crowded areas, to various ports.
  • Performs preventative/operator maintenance on survey launch vessel and its mechanical equipment such as cleaning, greasing and oil changes, which includes the trailer.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to the position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
  • Position will require travel away from the worksite (TDY) to other duty locations 10% of the time to conduct site visits and to meet with customers, users, and stakeholders.
  • Position will require a valid, state-issued motor vehicle driver's license since project sites may be located in remote areas that are not accessible by public transportation.
  • Position will require spending a considerable portion of time working outdoors in all types of weather including extreme temperatures, river conditions, and is subject to injury from the use of a variety of tools, as well as, wet working surfaces.
  • Position may require lifting and carrying items up to 50 pounds.
  • Must be able to obtain Corp of Engineer Small Craft Operator license within 6 months of appointment.

About The Operations Division
The Operations Division provides Operations and Maintenance (O&M) of the Corps' Civil Works projects. It oversees projects and programs related to water navigation, flood damage reduction, geospatial data, recreation, environmental stewardship and coastal management. The division is responsible for the district's ongoing effort to provide the public and private sector with coastal, riverine and land-based projects.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): As Small Craft Operator (Surveying), the Ability To do the Common or Complex Tasks is Prime to include: operating the boat within narrow limits in shallow harbors and narrow channels in all seasons and weather conditions; operating a truck to transport the boat on a trailer, including the ability to back-up the trailer in traffic; and operating and navigating boats up to 26 feet in length on prescribed and accurate courses using navigation software.

You will be evaluated on the basis of your level of competency in the following areas:

  • Operation of Motor Vehicles.
  • Work Practices (includes keeping things neat, clean, and in order).
  • Ability To Interpret Instructions, Specifications, etc. (related to mobile equipment operation).
  • Ability to Drive Safely (Motor Vehicles).
  • Ability To Operate Safely (Non-Motor Vehicle).
  • Reliability and Dependability as a Small Craft Operator.

Physical Effort: Moderately heavy physical effort is required in lifting and carrying objects weighing up to 50 pounds and in working in stretched and cramped positions.

Working Conditions: Accomplishment of assignments requires working inside and outside in all types of inclement and extreme weather conditions; danger of falling overboard and drowning; danger of slips, trips and falls; danger of overhead injuries, foot injuries, hand injuries, eye injuries, punctures, fume inhalation, oxygen deficient environments, electrocution and exposure to noisy areas.
