Summary

The Financial Crimes Enforcement Network (FinCEN) is a bureau of the Department of the Treasury, whose mission is to collect, analyze, & share information needed to combat financial criminal activity, particularly money laundering that finances crime or terrorist activity. The incumbent is a Pathways Program Participant to perform duties that are characteristic of the occupational series in the GS-300 – General Administrative, Clerical, and Office Services Group.

2 - Secret- This position has been designated non-critical sensitive and requires incumbent to obtain and maintain eligibility for a Secret clearance.  Must meet and continue to adhere to the requirements of a Tier 3 level background investigation. 

The following are the duties of this position, Student Trainee (Administrative Operations), at the GS-07 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

In this advanced entry-level position, the Participant performs analysis and advisories related to assigned administrative programs and/or operations that will become increasingly more difficult/complex with progressive training. The incumbent will perform one or more of the following assignments/tasks:

  • Completes segments of studies or problem analysis for administrative operations. Studies plans,collections and/or complied data from primary and secondary sources. Responsible to research and analyze information; trace sequences of actions; prepare entries for systems; and/or recommend actions to resolve questions or eliminate problems. Completes standardized reports and presentations on resulting analysis.
  • Administers to a variety of tasks for the support service programs that are essential to the orderly and efficient accomplishment of the work to include management of communications, printing,procurement, property, space, security, or travel.
  • Tracks and monitors status/progress of team tasks, plans, or projects.
  • Gathers information pursuant to requests for requests for information disclosure, issuance of denials, redactions, or access to Federal agency records.
  • Reviews cases and prepares draft reports for information to be disseminated in accordance with the Freedom of Information Act (FOIA), Privacy Act, or a combination of both.

Pathways Internship Eligibility:

1. You MUST meet the definition of a STUDENT for the duration of your appointment as follows:
An individual accepted for enrollment or enrolled and seeking a degree (high school, college (4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate) in a qualifying and accredited educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled), including awardees of the Harry S. Truman Foundation Scholarship Program under Public Law 93–842. Students need not be in actual physical attendance, so long as all other requirements are met. An individual who needs to complete less than the equivalent of half an academic/vocational or technical course-load immediately prior to graduating is still considered a student for purposes of this Program. 2. All applicants are REQUIRED to submit all undergraduate and graduate college transcripts, no later than the date indicated in the announcement. Qualifications

In addition to meeting the Eligibility Requirements listed above, you must also meet the following qualification requirements by the closing date of this announcement.

For the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the federal service. Specialized experience for this position includes:

- Gathering, analyzing and evaluating various types of data and then providing functional guidance and recommending solutions to a supervisor, management or other personnel. It must include significant experience with spreadsheets and the analysis of qualitative and quantitative data.

OR Education:
One full year of graduate level education in a related field, or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society;

OR Combination of Education and Experience:
You may qualify by a combination of experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed using the total qualifying experience as a percentage of the experience required and adding the percentage of the required education completed; the total percentages must equal at least 100 percent to qualify.

For the GS-05: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the federal service. Specialized experience for this position is defined as:

Producing a wide range of documents using office automation software, desktop publishing, databases and/or spreadsheets; AND
- Receiving phone calls, providing information on routine or procedural matters, or referring questions to appropriate staff members; AND
- Entering, deleting, modifying, and retrieving data from established databases.

OR
Education: You may qualify with the completion of 4 academic years of post-high school, leading to a bachelor's degree or equivalent degree;

OR
Combination of education and experience: You may qualify with a combination of qualifying education and experience. (For example: the completion of 50% requirements for a Bachelor's degree and 6 months of specialized experience.)

For the GS-04, general experience must include one year of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

OR
Education: Completion of two full academic years of post-high school study or an associate's degree;

OR
Combination of Education and Experience: You may qualify with a combination of qualifying education and experience. (For example: the completion of one full academic year of post-high school study and 6 months of general experience.)
