Summary

This position is located in the VISN 21 TeleSleep Specialty Care Clinical Resource Hub at the Northern California Health Care System. The CRH is comprised of a multidisciplinary team of physicians, nurses, advanced practice providers, psychologists, respiratory therapists and medical instrument technologists. The goals are:reduce sleep-related community care volume and cost, expand access to sleep care regionally by leveraging health and centralize a workforce that supports care delivery.

Duties

Help

Program Management (70%)
In collaboration with subject matter experts, develops and maintains implementation toolkits, protocols, policies and procedures to guide the VISN and associated health care systems in the implementation and evaluation of sleep services within the network. These services include but are not limited to intra- and interfacility home sleep apnea testing, synchronous telehealth, remote monitoring programs for positive airway pressure (PAP) devices, remote PAP device delivery and education methods, and travel clinics. Identifies stakeholder offices for each service and ensures representation from each office during document or toolkit development.

Budget and Planning 15%
Works directly with the Program Lead, V21 CRH leadership, and health care systems to prepare an annual budget for the program. Works in collaboration with the evaluation team to track metrics to support the budget.
Responsible for expenditure of year end excess funds to purchase equipment. Works directly with logistics and contracting to acquire necessary equipment.
Data Management and Analysis 15%
Performs management analysis and evaluation that considers all factors; such as cost effectiveness, project goals and objectives and compliance to legal and regulatory guidelines. Provides the guidance and advice on the best methods of analysis and evaluation to accomplish the mission and ensure the optimum strategy is attained. Analyzes new legislation for the impact tot his program and determining the implications of new regulation and adhering to their compliance requirements. The incumbent will be responsible for developing the initial strategies for the program development and implementation whenever new technologies are introduced.
Responsible for all quarterly and annual reporting. The incumbent will prepare, monitor, justify, and defend the budget and milestones for each aspect of the program. Works with V21 TeleSleep CRH analysts and TeleSleep QUERI Partner to validate data systems implemented in the field are capturing specified data elements in the Corporate Data Warehouse. Reviews data quarterly to review output and identify sites with aberrant data to perform necessary reviews.
Additional Duties: Performs miscellaneous minor duties as assigned and all other duties under each area, as described above and in the position description.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems as it relates to access, productivity, and the interdependence of clinical services; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The regular and recurring work of this position is sedentary in nature and involves sitting at a desk, conferences, meetings, etc., and visits to VISN facility work sites. Occasional use of automobile and public conveyances may be required. No special physical exertion is required.
