Duties

Help

These positions are located in the Department of Energy, Office of Inspector General (OIG), Office Technology, Financial, and Analytics (OTFA).  As Information Technology (IT) Specialists (Data Scientist), the individuals selected will be responsible for:

  1. Performing data analyses including statistical, special statistics, optimization, Bayesian statistics, and simulation modeling.
  2. Educates and empowers the organization to apply new analytic techniques and software.
  3. Interacts with analysts and OIG and Department officials to understand business processes, gather requirements, develop analysis methodologies, and coordinate ongoing iterative development of data products.
  4. Researches, analyzes, and interprets underlying data; developing algorithms to evaluate domain data (such as customer, finance, operational) to address business questions or issues.
  5. Develops and presents background material on proposed designs, procedures, concepts, optimization, and statistical models, and results. Communicate with nontechnical stakeholders.

Applicants must have at least 52 weeks of service equivalent to the next lower grade level in the normal line of progression for the position.

Appointment to this position may be subject to successful completion of a 1-year probationary period.

This position requires a security clearance and is subject to drug testing. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter.  Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.

Qualifications

You may qualify for this position based on education and/or specialized experience, see grade levels below. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position being filled.

To qualify for the GS-11 grade level, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree or one (1) year of specialized experience equivalent to at least the GS-09 grade level

To qualify for the GS-12 grade level, you must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level.

To qualify for the GS-13 grade level, you must possess one (1) year of specialized experience equivalent to at least the GS-12 grade level. 

Examples of specialized experience include:

Working with customers to assess their needs, providing information or assistance and resolving their problems.  Ensuring proper implementation and adherence to IT security policies.  Evaluating and recommending hardware/software changes.  Developing and implementing web design features.  Providing clear and concise oral presentations. 

The successful applicant for this position will possess the following KSAs/competencies:  (Applicants need not prepare written responses to these KSAs, unless asked in the online application.)

  1. Ability to identify and analyze data and information from multiple sources.
  2. Ability to perform data analyses.
  3. Ability to develop and document statistical models, optimization models and reports using various programs.
  4. Ability to utilize data visualization and link analysis tools to document and report findings.
  5. Develops and presents background material on proposed designs, procedures, concepts, optimization, and statistical models, and results. Communicate with nontechnical stakeholders.
  6. Works closely with other OIG components to coordinate and track existing work and/or the initiation of proactive projects.
  7. Mentors and provides assistance and direction in the training of lower graded analysts, IT specialists, as well as assistance to other OIG functions.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at the GS-12 or GS-13 levels.
