Duties

Help

As a Assistant Administrator, Field Operations, you will:

- Direct the enforcement of the Federal Alcohol Administration Act (FAA), the Internal Revenue Code (IRC), and other relevant authorities relating to the alcohol, tobacco, firearms, and ammunition industries and other legal and regulatory activities. As required, the incumbent is involved in a range of field and enforcement activities, including recommending actions to issue or deny permits for new applicants as well as making final decisions to suspend, revoke or annul permits held by industry members; approving audit findings and Offers in Compromise; direct the development and use of analytic tools and other intelligence sources to detect and address tax evasion, illicit production, diversion, and other illegal activity; coordinate and plan enforcement activities across TTB Field Operations Divisions; develop of new legislation; reviewing and clearing on regulations, rulings, and other determinations; and conduct evaluations of programs.  The Incumbent also oversees the activities of special agents in the conduct of criminal investigations of individual or entities engaged in illegal activities relating to alcohol, tobacco, and firearms.

- Conduct and attend meetings with executives of the regulated alcohol and tobacco industries or officials representing these industries, and with officials of the Treasury Department, to discuss and reach agreement on issues concerning Federal law, Treasury policies and regulations, new products, and similar matters, which have significant impact on TTB's regulated industries, Treasury revenue collections, and/or the public.

- Meet with other Federal, State and local officials, and representatives of foreign governments and acts as a spokesperson to discuss issues of mutual concern regarding the enforcement and regulation of the alcohol and tobacco industries and related activities and the coordination of cross-agency and/or joint Federal-State enforcement activities.

- Oversee the implementation of Presidential initiatives and new legislation between the Department of Treasury, Congressional and White House staff, Office of Management and Budget, other executives, other agencies, and subordinate TTB managers and supervisors.

- Recommend and approve the technical methods or approaches to be followed in resolving problems that are not covered by Bureau guidelines. Provide expert analysis and advice on complex issues to the Administrator/Deputy Administrator as well as senior officials in the Department. Decisions are based on the incumbent's own expertise, knowledge, and judgment and are frequently final and binding.

Qualifications

You must meet the following requirements by the closing date of this announcement.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical Professional Competencies(TPCs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Candidates must meet all of the following qualification requirements by the closing date of this announcement, including general management skills and characteristics applicable to all SES positions AND technical or program responsibilities specific to this position.

Please be advised that the individual selected for this position will likely require certification by a Qualifications Review Board conducted by OPM, prior to receiving the SES appointment.

Each of the following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation. The essay competencies address the Executive Core Qualifications (ECQs). Your responses are required for each of these ECQs, unless you have had your ECQs previously certified by an Office of Personnel Management Qualifications Review Board (QRB) for the Senior Executive Service (SES).

If you are already certified by OPM's QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status.

Executive Core Qualifications – All applicants, unless noted below, must include a narrative statement, not to exceed 10 pages, with no more than two pages for each of the following qualifications:

ECQ 4: BUSINESS ACUMEN: Please describe your ability to manage human, financial, and information resources strategically.

ECQ 5: BUILDING COALITIONS: Please describe your ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Technical Professional Competency (TPC)– All applicants must include a narrative statement showing how their knowledge and experience relates to the following TPCs. The narrative statement should not exceed two pages for each competency.

TPC 1: Demonstrated experience in responding to organizational policy and programmatic concerns and questions from senior officials at an agency level, other high level stakeholders, the Office of Management and Budget, and Congressional committees and staff.

TPC 2: Demonstrated experience overseeing and making data-driven decisions related to the regulation of industry members through audits as well as civil and criminal investigative programs. 

TPC 3: Demonstrated experience in strategic planning, tying operational plans to long term goals.
