SUMMARY OF DUTIES: The primary purpose of this position is to lead three or more journeyman
Aircraft Mechanics, WG-8852-10, crew chiefs, and specialist personnel. In addition,
performs journeyman duties involving the inspection, repair, modification, and servicing
of aircraft systems, components, and assemblies for both on- and off-aircraft.

  • On a regular and recurring basis, leads three or more aircraft mechanics,
    crew chiefs, and specialist personnel performing work in the inspection docks.
  • Monitors the work of assigned personnel, sets the pace, passes along
    assignments, and assures that materials, tools, equipment, and stock are available.
  • Insures that assigned personnel are fully utilized and work is accomplished in
    accordance with established time frames and priorities.
  • Advises the supervisor of overall work operations, status and progress of
    work, causes for delays, problems encountered, and individual performance (e.g.,
    additional on-the-job training requirements for individual employees).
  • Performs other duties as assigned.

GENERAL EXPERIENCE: Experience or training that has provided the candidate with sufficient knowledge to complete the work of this occupational series. Experience or training which demonstrates the candidates ability to lead other technicians engaged in the duties performed by this occupational series.

SPECIALIZED EXPERIENCE: Experience or training installing, adjusting, aligning, troubleshooting and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification. Experience coordinating the work of other mechanics, and scheduling maintenance to ensure completion of critical actions and optimum workflow. Must have the ability to instruct lower graded mechanics, military and other personnel in the disassembly and re-assembly of crash damaged engines, transmissions, gearboxes, hydraulic components, and fuel controls sufficient for the exhibit to be returned to its shipping container. In addition to the journeyman level knowledge above, experience which demonstrates the ability to plan, organize, and lead the work of others in fields directly related the repair function of this occupational series. Must have the ability to perform administrative functions; to read and interpret a variety of technical publications used in the repair of supported equipment. The ability to provide guidance to others in work related directly to this occupational series.

PHYSICAL EFFORT: Work requires moderate physical exertion to climb, stoop, stand, bend, stretch and work in tiring and uncomfortable positions. Lifts equipment and components weighing from 20 to 50 pounds and may occasionally lift and carry items weighing up to 100 pounds.

WORKING CONDITIONS: Works indoors and outdoors in inclement weather; on icy, wet and slippery
ramps, aircraft surfaces or work stands; and in extreme temperature and humidity. Subject to dangers from toxic fumes, dust, dirt, grease, lubricants, paints, and solvents. Dangers also involves high pressure air and fluids; fast actuating metal aircraft surfaces such as landing gears, speed brakes, and flaps; engine noise, heat blast, intake suction; rotating propellers, explosive munitions; electrical voltage, cartridge actuating devices, liquid oxygen; or fire or explosive aircraft fuels, etc. There is frequent exposure to the possibility of cuts, burns, shock, strains, and bone fractures.

Other Requirements - For positions requiring the operation of motor vehicles, candidates must have
a valid state driver's license.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

h. k. This temporary limited appointment may be converted to a non-temporary appointment without further competition.
l. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system.
m. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.
n. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures.
o. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval.

p. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
