The incumbent performs a variety of complex accounting duties, utilizing a professional knowledge of accounting principles and procedures in carrying out assignments. 

Duties include:

  • Develops knowledge of ETA programs and applicable statutes, regulations, policies, and
    ETA standard operating procedures.
  • Serves as a regional liaison for one or more fiscal or administrative functional areas.
    Researches, compiles, and analyzes information and data to use in accounting, financial
    management, and administrative planning; makes recommendations.
  • Assists with preparing and conducting briefings for ETA officials and other stakeholders on accounting, financial management, and administrative guidance and policy.
  • Reviews and comments on draft policy guidance for impact on the organization and the
    program.
  • Assists with the development and coordination of various accounting, financial management,
    and administrative functions within the agency.
  • Reviews, analyzes, and evaluates organizational-wide accounting policy and operations for effectiveness and/or improvements. Reviews, analyzes and evaluates grant programs or directives for accounting impact or significance. Recommends modification, enhancement or replacement.

Qualifications

The Accountant Series, GS-0510, has specific basic requirements described in an Individual Occupational Requirement (IOR).  Applicants must meet the below basic education requirement as well as the specialized experience requirement from the IOR.

 Basic Requirements (IOR):

A.  Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B.  Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

NOTE:  You must submit academic transcripts demonstrating that you meet the qualifying educational requirements listed above. You must supply transcripts from each academic institution in which the required courses were taken in order to receive credit for that course work.  If you do not submit sufficient academic documentation necessary to demonstrate that you meet the Basic Requirement described above, your application will be deemed incomplete and you will be ineligible for further consideration for this vacancy.

In addition to meeting the IOR above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade, GS-11 in the Federal Service;

Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience must demonstrate experience in: 

1. Applying 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, laws, regulations, rules, policies, and guidelines to the financial management of ETA-funded grant programs.

2. Analyzing organizational or program fiscal and administrative practices, policies, functions, and programs and advising managers on changing operations.

3. Analyzing financial reports and systems to determine adequacy of internal controls, including testing financial systems for compliance.

4. Conducting specialized on-site reviews of grant recipient organizations to determine compliance with applicable Federal accounting and grant management requirements, including preparation of written monitoring reports.

5. Providing technical assistance to grant recipient organizations, including aid in resolution of audit findings.
