Duties

Help
  • Plans and conducts broad cyber audit assignments focused on enterprise-wide security organizational and policy issues, systems, programs and operations.
  • Cyber audits require integrated analysis of a number of different DoD information technology systems as well as management programs, systems, and operations.
  • Assignments include identifying required audit coverage to accomplish the objectives; developing new audit approaches where no precedents exist and/or developing creative solutions to controversial problems.
  • Resolves issues where governing laws and regulations are highly interpretive and/or precedents are nonexistent, obscure or conflicting; and assisting in the planning and coordinating efforts of team members.
  • Audits may involve new or controversial issues, and/or may involve shaping major programs, compliance with new legislation, or facilitating the resolution of long-standing problem areas of vital importance to DoD.
  • Provides information on the systems and security of DoD applications and operations.
  • Conducts the planning phase, assigns segments of the audit to auditor team members, and provides technical guidance, interpretations, and instructions.
  • Prepares various types of reports, briefings, and testimony that cover all major management and security aspects of DoD cyber operations.

Qualifications

Applicants must have IT-related experience demonstrating each of the four competencies listed below.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GS-11 Level:

Specialized Experience for GS-11: You must have at least 52 weeks of specialized experience at the GS-09 level in the federal service or at an equivalent level, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as skill in applying information technology and cybersecurity principles, concepts, methods, and practices; the mission and programs of customer organizations; the organization's information technology infrastructure; systems testing and evaluation principles, methods, and tools; information technology security principles and methods; analyze the Internet potential of systems, networks, and data; new and emerging information technologies and/or industry trends; acquisition management policies and procedures; and analytical methods and practices. Knowledge should be sufficient to plan and carry out audit assignments and provide advice and guidance on a wide range and variety of complex information technology issues; interpret information technology policies, standards, and guidelines; conduct analyses and recommend resolution of complex issues affecting the specialty area; test the functionality of systems, networks, and data; identify and define technical requirements applied to the design, development, implementation, management, and support of systems and networks; ensure optimal use of commercially available products; and represent the organization in interactions with other organizations; and provide technical leadership on group projects

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: APh.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. May be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

GS-12 Level:

Specialized Experience for GS-12: You must have at least 52 weeks of specialized experience at the GS-11 or equivalent experience.Specialized experience is defined as: skill in applying information technology and cybersecurity principles, concepts, methods, and practices; the mission and programs of customer organizations; systems testing and evaluation principles, methods, and tools; information technology security principles and methods; Internet technologies to analyze the Internet potential of systems, networks, and data; new and emerging information technologies and/or industry trends; acquisition management policies and procedures; and analytical methods and practices. Knowledge sufficient to plan and carry out difficult and complex audit assignments and develop methods, approaches, and procedures; provide advice and guidance on a wide range and variety of complex information technology issues; interpret information technology policies, standards, and guidelines; conduct analyses and recommend resolution of complex issues; identify and define business or technical requirements applied to the design, development, implementation, management, and support of systems and networks; ensure optimal use of commercially available products; prepare and present reports; represent the organization in interactions with other organizations; and provide technical leadership on group projects.

Education

Education cannot be substituted for experience at the GS-12 level.

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
