Summary

About the Position: Position may be filled as a temporary appointment NTE one year, if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years.

Position serves as staff safety specialist and assists the Chief, Safety and Occupational Health Office, in the planning, developing and directing the overall District safety and occupational health program.

Duties

Help
  • Communicate findings of safety deficiencies and recommendations for corrective actions.
  • Conduct special studies of specific accident hazards during field surveys.
  • Perform safety inspections of Contractor and Government work sites, processes, and facilities.
  • Apply safety and occupational health laws, regulations, principles, practices, and procedures to advise on or resolve technical matters.
  • Develop safety and occupational health training programs and courses for employees.
  • Prepare safety information such as alerts, bulletins, and accident lessons learned for distribution within the District.

In order to qualify, you must meet the education and requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
General Experience: Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above.
OR
Certificates: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5.Applicants may also qualify for higher grade levels based on their education and/or experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-09 Specialized Experience: One year of specialized experience which includes 1) Conducting safety surveys and inspections to minimize accident and/or injury; 2) Assisting with conducting accident investigations to determine corrective measures and enhance accident prevention. 3). Familiar with guidelines that dictate safe operation of equipment on a construction site. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Safety & Health, Industrial Hygiene, Fire Safety.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS -11 Specialized Experience: One year of specialized experience which includes: 1.) Implementing of safety and health requirements on a construction or renovation site 2.) Oversight of accident investigations and/or conducting Risk Analysis.3) Experience working on civil works and construction projects as a safety and occupational health technical expert.
Or
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Time in Grade Requirement for the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education
