Summary

This position is located in the Office of the Secretary (OST) within the Office of the Chief Information Officer (CIO). You will serve as an expert in data as the Department’s Data Governance Lead within the Office of the Assistant Chief Information Officer for Data Services and Chief Data Officer (CDO), and be assigned overall responsibility for leading the Departmental data governance program and driving data compliance across the Department.

Duties

Help

As a Lead IT Specialist (DATAMGT/INFOSEC), you will:

  • Maintain continuous surveillance over all data system performance areas and ensures that applicable schedule/performance parameters are identified, communicated, and implemented.
  • Review and recommend alternative and more efficient approaches for program execution, and provides policies and directives for appropriate action.
  • Coordinate, disseminate, and interpret data management directives, policies, and regulations.
  • Plan, coordinate, develop, and integrate system planning and implementation for projects/tasks assigned to DOT in accordance with data-related policies and ongoing contract initiatives.
  • Recommend, develop, and oversee implementation of policies and procedures regarding use and release of DOT data, promoting maximum access to data for internal and external users while maintaining beneficiary privacy and security.
  • Coordinate with the Chief Information Security Officer (CISO) on security standards, compliance, and best practices for open data.
  • Manage the day-to-day operations and liaison responsibilities for support of a wide-range of Information Technology (IT) and information management services.
  • Monitor and report on the status and progress of work, checking on work in progress, and reviewing completed work to ensure that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.

DOT OCIO is looking for a seasoned professional, motivated self-starter who can share their expertise in planning, development, and implementation of data governance and management programs; establishing policies and processes/procedures to improve data quality, data sharing, and development of new data products.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience developing and implementing strategic plans, policies, standards, governance processes and programs in conformance with legislative and other regulatory requirements to improve the management and utilization of information and information technology.

In addition to meeting the above described specialized experience requirements, your IT experience will be evaluated and be expected to include described experience in the following competencies:

  • Attention to Detail: Work is thorough and conscientious about attending to detail.
  • Customer Service: Working with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, providing information or assistance, assigning staff to resolve their problems, or satisfying their expectations; knowing about available products and services; committed to providing quality products and services.
  • Oral Communication: Expressing information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); making clear and convincing oral presentations; listening to others, attending to nonverbal cues, and responding appropriately.
  • Problem Solving: Identifying problems; determining accuracy and relevance of information; using sound judgment to generate and evaluate alternatives, and making recommendations based on technical requirements.
