This position is located in the Office of the Director, Pacific District Office. The incumbent serves as a Management Analyst and member of the professional staff for the Director of the Pacific District. The incumbent is responsible for conducting evaluative studies and serving as a consultant to the District Director on pertinent issues associated with the effectiveness and efficiency of the VBA field office operations as they relate to the delivery of benefits and services to Veterans.Specific duties may include but are not limited to the following:
Responsible for coordination of program initiatives, projects and policy changes to all business lines and staff offices, aligned under the Pacific District Office, on matters relating to the administration of a comprehensive array of Veteran's benefits and administrative services;
Reviews and evaluates planned management goals and objectives of Veterans Benefits Administration (VBA) Regional Offices;
Provides consultation in the development of achievable performance measures that also assure the quality and consistency of a benefit delivery system;
Conducts comprehensive studies concerned with the identification of VBA operational elements;
Participates in the monitoring, tracking and evaluation of operational workload indicators and workload systems for the Regional Offices;
Prepares reports for the District Director concerning Regional Offices workload and performance;
Provides major input in the development or revision of Field and District Office policies, standard operating procedures, or other administrative directives related to field office operational effectiveness;
Serves as a liaison with VBA program officials to facilitate the development of strategic plans and project management; and
Provides sound advice and guidance to station management in achieving Regional Office objectives.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The grade progression for this position is GS-12/13.
Work Schedule: Standard 5 day, 8 hour, full time (40 hours a week) schedule; Monday - Friday. Hours may vary to effectively carry out the mission. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If you are a current VBA employee seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least GS-13.
You may qualify based on your experience as described below:
GS-12: 1 year of specialized experience equivalent to at least the GS-11 grade level. There is no education substitution at this grade level. Specialized experiencefor the GS-12 must document basic qualitative and quantitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate the same. This experience may have been gained across all VA business lines.
GS-13: To qualify at this grade level, you must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal Service. Specialized experiencemust document experience with both quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of organizational operations. Must also demonstrate expert communication skills to present and articulate findings to upper level management; and experience with or understanding of continuous process improvement strategies within the VA. This experience may have been gained across all VA business lines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work normally involves mental rather than physical exertion. This position is primarily sedentary with some walking, standing, bending, stooping and carrying of lightweight items (i.e. folder, claims files).
