Duties

Help
  • Administers the Education Center's Educational Assessment Program (EAP) in accordance with guidance set forth in AFI 36-2306, The Education Services Program.
  • Provides technical guidance and staff support in the management and operation of the education and training programs.
  • Serves as resource advisor to the ESO for the Off-Duty Volunteer Education program line of funding within BA 03, and ensures appropriate BA 02 funding is received in support of the MEO training components.
  • Serves as resource manager for Civilian Training, Education, and Acquisition funds within Budget Activity (BA) 03 (88751 and 84753 PECs).
  • Serves as DANTES and AFIADL Alternate Test Control Officer (ATCO).

Qualifications

In order to qualify, you must meet the specialized experiencerequirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.

BASIC REQUIREMENT : A Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Must submit a copy of your transcript.
OR
Combination of education and experience: Have courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Must submit a copy of your transcript.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of education principles, practices, policies, and procedures for primary, secondary, adult, or continuing education programs; provides guidance through discussions of mission requirements in terms of results desired; applies analytical techniques that frequently require modification to accommodate a wide range of variables; performs a variety of assignments within the training and education programs.

EDUCATION:
Have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Must submit a copy of your transcript.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Have a part of the experience described above, and part of the education described above. Therefore, have a combination of successfully completed graduate level education and specialized experience that when combined total at least 100 percent 100%. Must submit a copy of your transcript.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Broad professional knowledge of education theories, principles, procedures, and practices of primary, secondary, adult, or continuing education programs and their accrediting processes. (See positive education requirement per OPM Qualification Handbook for General Schedule Positions.)

2. Knowledge of the mission, organization, and work processes of programs throughout the installation, as well as the relationships of education and training support activities to such missions.

3. Ability to gather, assemble and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Ability to develop improvements in and design new work methods and procedures. Knowledge of and ability to administer educational testing within specific parameters.

4. Knowledge of and skill in applying human resource development (HRD) learning concepts, policies, principles, and methods. Knowledge of installation budget and finance regulations, procedures and processes for budget formulation to compile, correlate, and consolidate obligations and expenditures.

5. Knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the structure, programs, and work methods of the organization sufficient to determine whether obligations, expenditures, and requested allotments are within funding limitations. Knowledge and skill in the application of DoD, Air Force, and other applicable policy, directives, instructions and regulations as they relate to areas of responsibility.

6. Ability to communicate both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
