Duties

Help

As a Management and Program Analyst, you will:

  • Oversees or performs all phases of technical and operational support including providing day‐to‐day advice, training, and guidance to rating and reviewing officials on the procedures and processes required to administer the performance  management and recognition program through the electronic performance management system (ePerformance).
  • Provides situational analysis on a full range of organizational, managerial and employee problems often involving sensitive, complex, and/or controversial matters. Advises management officials at all levels and/or seeks Departmental guidance in determining appropriate corrective action or options for management decision-making.
  • Evaluates the use of support service contractors to perform work previously, currently, or is proposed to be executed by contractors from the standpoint of compliance with appropriate Departmental Orders, the CBA, and the guidance from the FAIR Act and OMB Circular A-76 concerning the requirement for inherently governmental functions to be performed by federal staff.
  • Prepares material for review and consideration by the Executive Review Board and the Office of the Secretary to include drafting position descriptions and related documents, and coordinates actions associated with Departmental re-certification of performance plans as required by OPM.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

  • Developed and provided practical solutions and comprehensive management advisory services to resolve controversies and organizational conflicts to include advising executive level managers responsible for appropriate action.
  • Conducted research and analysis to present holistic options for improving functional effectiveness while strengthening an agency's work-life balance.
  • Drafted, edited and evaluated performance plan elements using the SMART (Specific, Measurable, Attainable, Realistic, and Timely) concept for executive and GS positions.

Knowledge of laws, Executive Orders, regulations, policies, and concepts pertaining to Federal administrative functions, including but not limited to, Title 5 (chapter 43, 71 and 75), OPM guidance on FES/SMART, MSPB case decisions, OMB and FAR guidance on contracting, human capital, budget, facilities, and acquisition.
  2. Knowledge of management and labor relations theories, principles, and practices in order to assist Program office in subject inquires
  3. Knowledge providing guidance and advice both written and verbal communication to management and federal senior executives on the implementation and application of negotiated agreements.
  4. Skill in applying balance administrative policies, procedures and practices requirements in the furtherance of overall management goals and objectives

You will be evaluated for this job based on how well you meet the qualifications above.
