Duties

  • Responsibilities listed below are at the full performance level.
  • Performs all phases of permit administration from acceptance of a permit for processing, completion of required NEPA, permit preparation, correspondence, billing, routine inspections, and resolution of non-compliance issues.
  • Processes special use permits (land use, recreation, and non-recreation), including Granger-Thye permits, making certain the use to be made of the land is compatible with Forest Service programs and objectives.
  • Prepares special use permits in final form for supervisor's review.
  • Responsible for internal coordination and review of permits and other lands and recreation proposals.
  • Prepares or assists in the preparation of the environmental analysis report (Categorical exclusion, EA, or environmental impact statement), for a variety of interdisciplinary functions.
  • Develops and executes comprehensive district recreation, lands work and budget plans to gain optimum work performance in accordance with District and Forest policies, programs and budgets.
  • Exercises functional program control through inspections to assure fulfillment of permit terms, as well as recreation and lands demands and determines technical and administrative assistance as needed.
  • Corrects deficiencies when found and keeps District Resource Officer informed.
  • Participates with District Resource Officers in the review, appraisal and current analysis of the district recreation and lands resources.
  • Directly involved in the decision making and planning process and provides direction to the special uses program.
  • Makes periodic inspections of applicable construction projects to determine if changes are needed or other action is necessary.

Qualifications

Specialized Experience Requirement:

For the GS-8 level:Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-07. Specialized experience is defined as one or more of the following: Assisted in conducting compliance reviews for special use permits; reviewed routine permit applications to prepare and issue draft/final/modified permits, facts and public notices; inspected applicable construction projects to determine if changes are needed or other action is necessary; and prepared applicable recreation resource documents.

OR two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as forestry, natural resources /social science (planning / recreation / landscape architecture), business administration);

OR combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-08; Specialized experience is defined as meeting two or more of the following: Assisted in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives and policies; participated in all aspects of Special Use Permit administration for activities within undeveloped and developed areas of the unit; collected and analyzed recreation or natural resource management data; and prepared a variety of technical documents and reports.

OR two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as forestry, natural resources /social science (planning / recreation / landscape architecture), business administration);

OR combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
