Help

This position is located within the Training and Quality Management (TQM) department of Member Service (MS), Business Support Office (BSO). The Training Specialist is responsible for planning, analyzing, developing, delivering, implementing, and evaluating training-related services and activities.
Major duties include but are not limited to:

  • Develops and designs complete, full-length courses in well established areas of subject matter fields for MS lines of business.
  • Consistently presents and communicates in a courteous, tactful, respectful manner to a diverse group of individuals.
  • Modifies course materials and training plans for specific audiences i.e business lines and learning styles.
  • Establishes working relationships with stakeholders and integral program areas to determine training needs and gaps.
  • Produces training products and materials such as reference manuals, user guides, job aids, instructions lesson plans, course outlines and agendas, exercises/activities, quizzes/exams, training plans, etc. based on course analyses and training needs assessment.
  • Provides program oversight of assigned courses and related training projects in support of mission.
  • Determines the need for, and initiates, changes and updates in course content.
  • Conducts studies and analyses in functional specialties and subject matter areas.
  • Establishes new contacts within and outside the agency to obtain needed information for training programs.
  • Works closely with other team members and Training Technicians to ensure training publications meet established standards for migration into production environment and Intranet site.
  • Conducts special studies, prepares briefings and reports, and serves as a backup trainer to other programs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-9 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


For the GS-11: You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Administering, teaching or instructing in an adult education program, secondary school, college, formal program, military installation, or industrial establishment in the appropriate fields.
    • Establishing working relationships with a variety stakeholders and integral program areas to determine departmental training needs and gaps.
    • Using instructional technologies such as computer-based training, interactive courseware, or video tele-training in instructional programs.
    • Develop, create and modifying course materials and training plans for specific audiences (i.e. various business lines and employee learning styles) based on instructional design principles.
    • Responsible for overall maintenance of assigned courses and determine the need for and initiate changes in course material with subject-matter expert or stakeholder, OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.
For the GS-9: You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Instructing or presenting in an adult education program, secondary school, college, formal program of instruction, military installation, or industrial establishment in the appropriate fields.
    • Developing training course materials, job aids, knowledge management articles, etc., and evaluating training results.
    • Using computer based systems and/or software in instructional programs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No specific physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to provide training, meetings, and sources of information.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
