Duties

Help

Program Examiners are OMB's core source of expertise on all matters pertaining to the programs and operations of Federal departments and agencies.

As a PROGRAM EXAMINER, GS-0301-14/15, your typical work assignments may include the following:

  • Analyze legislative, budgetary, and regulatory proposals;review testimony,reports to Congress, and other materials for conformance with current policies and priorities; and oversee policy progress and implementation through congressional and executive branch processes.
  • Develop options and recommendations to address policy issues through budgetary resource allocation, improved management systems, and program oversight of; identify and evaluate impediments to implementing policy direction and formulate alternative approaches; and. advise and assist in the administration of policy and operating guidelines.
  • Review organizational structures, human capital plans, performance plans, and financial management and information.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-14 level, if you fulfill one of the following qualification requirements:

One year of specialized experience equivalent to the GS-13 grade level (or comparable pay band) in the Federal service or equivalent experience in the private sector that demonstrates: proficiency in applying analytic disciplines, such as economics, engineering, finance, or statistics, to policy challenges in highly technical fields or sectors; applied knowledge of civilian nuclear energy technologies, law, or regulation; proven ability to analyze civilian nuclear energy policies, budgets, and technical characteristics individually and within a broader energy policy context, and; practical understanding of project management principles and methods.

Such experience must include, but may not be limited to:

  • Performing objective, complete, and succinct qualitative and quantitative analyses reflecting both programmatic-level scrutiny and broader contextual considerations;
  • Leading the development and presentation (oral and written) of options, and defending recommendations to high-level decision makers on technically complex or sensitive issues;
  • Completing multiple, concurrent, short-deadline projects with alacrity, and diligence;
  • Applying negotiation skills to facilitate agreement among parties with diverse and competing interests
You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level (or comparable pay band) in the Federal service or equivalent experience in the private sector that demonstrates: expertise in applying analytic disciplines, such as economics, engineering, finance, or statistics, to policy challenges in highly technical fields or sectors; applied knowledge of civilian nuclear energy technologies, law, and regulation, experience analyzing civilian nuclear energy policies, budgets, and technical characteristics individually and within broader energy policy and commercial energy sector contexts, and; practical proficiency project management principles and methods.

Such experience must include, but may not be limited to:
  • Performing impartial, complete, and succinct qualitative and quantitative analyses reflecting both programmatic-level scrutiny and broader contextual considerations to inform decision making;
  • Leading the development and presentation (oral and written) of options, and defending recommendations to high-level decision makers on technically complex and sensitive issues;
  • Completing multiple, concurrent, short-deadline projects with alacrity and diligence;
  • Demonstrating preparedness and agility in responding to, changing, and unforeseen issues;
  • Conceptualizing, initiating, and effectively concluding analyses that require collaboration and leadership, with limited initial framing, especially in areas outside subject matter of expertise;
  • Applying negotiation skills to facilitate agreement under pressure among parties with diverse and competing interests, within and across organizations and seniority levels.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
