Duties

Help
  • Serve as the District Contracting Chief for the US Army Corps of Engineers, Transatlantic Afghanistan District
  • Principle procurement official and primary contracting officer
  • Serve as Contracting Officer, when necessary, on contracts
  • Provide oversight authority on acquisition planning, contract formation, partnering, administration resolution of disputes and claims by means of issuing Contracting Officer Decisions and subsequent contract modifications

  • FINANCIAL DISCLOSURE - This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • The selectee must be a member of the Defense Acquisition Corps at the time of appointment and Level III-certified in Contracting within 24 months of assignment to the position as required by the Defense Acquisition Workforce Improvement Act.
  • SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.
  • EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
  • IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.
  • MEDICAL EXAMINATION - This position requires you to satisfactorily complete a medical examination for deployment.
  • PASSPORT and VISA - This position requires the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location.
  • WORK SCHEDULE - This position may entail extended work shifts that last 12-16 hours a day. Lack of sleep may occur due to long working hours.
  • LIVING CONDITIONS - The incumbent?s living conditions range from having all basic amenities such as including utilities like: light, power, water, and refrigeration; to having none of these amenities.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Supervisory Contract Specialist 1102:
*In response to Public Law 116-62, he requirement to complete at least 24 semester credit hours (or equivalent) in specific courses of study has been removed as of 18 Sep 2020. Updated requirements are below:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees . (Note: You must attach a copy of your transcripts.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes exercising position management responsibilities, assuring that subordinates job descriptions are current and work is accomplished; providing contracting support for organizations within the organization; principal procurement official and primary contracting officer; and providing oversight on acquisition planning, contract formation, partnering, administration, resolution of disputes, and contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
