The Management Analyst, Managerial Cost Accounting (MCA) is a vital position located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center, in the Fiscal Service. Help

Evaluates and monitors clinical and administrative programs and is responsible for analyzing trends, accomplishments and/or deficiencies related to the program to suggest solutions or propose alternate courses of action in a mid-high complexity level facility.

Knowledge in SQL (Structured Query Language), cost-based accounting, budget administration, Veterans Equitable Resource Allocation (VERA), and process efficiency and improvement.

Advises management on the development and formulation of policies and procedures related to MCA.

Advises, coaches and trains clinical leadership on improving processes/practices that will facilitate MCA maximization/optimization objectives.

Serves as the technical advisor to Medical Center Leadership, Chief Financial Officer, MCA Site Manager and VERA Coordinator.

Identifies areas and issues for review; collects, interprets and analyzes quantitative and qualitative data relevant to the program being evaluated; makes recommendations to correct program inadequacies, and monitors the implementation of program standards and criteria.

Keeps facility staff informed of program/policy changes, developments or proposals impacting this medical center, especially those that impact MCA workload, costing or the funding of the facility.

Reviews and analyzes computer-generated cost, budget and clinical activity reports; establishes and directly implements facility wide analysis that evaluates workload capture and costing compared to our peer facilities within the VISN/Nation.

Evaluates compliance to national program directives and policies; conducts audits as requested and approved by leadership to evaluate administrative and clinical services; identifies discrepancies; and collaborates with service staff, including clinical leadership, to define and correct issues.

Required to lead or participate with workgroups to complete special projects or address program issues that have broad impact. He/she undertakes ongoing analyses, investigations and initiatives that have high priority for senior level management at the facility.

Establishes and directly implements a facility wide training program covering topics of MCA workload, costing, data capture as well as helpful tools and
techniques to monitor workload at the facility and service level.

Conducts special studies and analyses as requested, including feasibility studies, cost/benefit analyses, FTEE/productivity analyses, and efficiency analyses.
Identifies and evaluates data elements needed for these studies (e.g., VISTA, VSSC, DSS, CDW, ARC, etc.) and submits findings, results and recommendations in a timely, concise and accurate manner.

Develops and implements SQL data-driven reports and tools to permit program assessment, oversight and data view by management officials.

Ensures the execution and successful completion of all MCA monthly processes as well as annual maintenance processes.

Ensures data integrity by completing regular audits of all monthly and/or routine processes and is responsible for using current research/studies or benchmarking to resolve system problems relating to MCA and its effects on the Medical Center. Additional duties include developing, implementing, maintaining and technical operation of the national Managerial Cost Accounting Support System under the auspices of the VHA Chief Financial Officer.

Performs other directly related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/17/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

SELECTIVE PLACEMENT FACTOR: This position requires a selective placement factor. Failure to provide proof in your resume of this requirement will result in disqualification. This position requires all applicants to have One (1) full year of Cost-Based Accounting experience.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: evaluates and monitors clinical and administrative programs, knowledge in cost-based accounting, budget administration, advises management on the development and formulation of policies and procedures related to MCA, serves as the technical advisor to Medical Center Leadership, Chief Financial Officer, MCA Site Manager and VERA Coordinator, reviews and analyzes computer-generated cost, budget and clinical activity reports; conducts audits as requested, provides training to facility leadership and staff on the principles of cost-based accounting (Labor Mapping, Supply Mapping and Workload Capture), National Labor Mapping Tool (NLMT), and additional programs that impact facility workload and costing.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or JD., if related.
OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education must equal 100 percent to qualify for the position.

The following are examples of how education and experience may be combined. They are examples only, and are not all-inclusive.

  • The position to be filled is a Management Analyst, GS-343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary in an office setting, but may involve some walking, standing, bending and carrying small items such as binders, books and papers.

Work Environment: The work is performed in a typical office setting, and at various locations throughout the medical center. There are frequent interruptions by phone calls from medical center staff requesting information and assistance on various issues. Some occasional travel may be
required.
