Summary
Serves as a Contract Specialist within the Procurement Office located at Marshall Space Flight Center or the NASA Shared Services. Contracting/Procurement duties will vary depending on role and responsibility to the mission and the needs of the organization.

Serves as contract specialist responsible for all aspects of the contracting transactions from initiation to recommendation of award to procure items or services with specialized requirements.
Performs pre-award functions such as preparing solicitation documents (e.g. waiver, Justification and Approval Other than Full and Open Competition, D/Fs, etc.) incorporating provisions, such as cost accounting standards, and cost data requirements.
Analyzing proposals for conformance with the solicitation; obtaining required pre-award surveys to establish contractor responsibility, and, audits and pricing reports to develop negotiation strategy.
Assist in performing contract administration activities for highly specialized procurements, including incremental funding, option <br>exercises, redirection of effort, coordination of time extension.
The specialist is responsible for incorporation of change orders, issuance of stop work orders, approval of progress payments, and final payment to the contractor; and, negotiates contract modifications and the terms and costs of contract changes.
Research, learn and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve products and services.
Provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations
Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications
Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.
To qualify for the GS-07:
Specialized experience equivalent to the next lower grade level (GS-05) includes (1) applying knowledge of pre-award and post-award procedures to understand and plan and conduct the contracting processes (2) applying knowledge of negotiation techniques for price and performance terms; OR
One (1) full academic year of graduate education or law school or superior academic achievement
To qualify for the GS-09:
Specialized experience equivalent to the next lower grade level (GS-07) includes includes (1) performing pre-award and post-award procedures to plan and conduct the contracting processes (2) utilizing negotiation techniques for price and performance terms (3) utilizing price analysis techniques to evaluate price proposals, contract changes, repricing actions and final contract pricing; OR
Two (2) full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
Applicants must meet the basic education requirements for the GS-1102 series:
a. 4-year course of study leading to a bachelor's degree with a major in any field, OR
b. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception: Employees who occupied GS-1102 positions on January 1, 2000 at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including the GS-12 level.
Federal Acquisition Certification-Contracting (FAC-C) Level II or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level II certification is preferred, but not required.
