Summary

The position is located in the Engineering Department of the U.S. Merchant Marine Academy, Kings Point, New York. 

You will be responsible for providing instructions to Midshipmen in the Engineering Laboratories, and for the fabrication, installation, and maintenance of instructional equipment in the various Engineering Laboratories used for the Engineering Education Program.

Duties

Help

As a Mechanical Engineering Technician, you will:

  • Instruct Midshipmen and support instruction in the Engineering laboratories.
  • Participate in laboratory course development and student evaluation of laboratory courses in the Engineering laboratories.
  • Develop and implement proper operation and safety procedures in the laboratories.
  • Be assigned duties and responsibilities involving the selection, fabrication, installation, and maintenance/repair of instructional equipment in the Engineering laboratories.
  • Prepare purchase orders for the Engineering laboratories.
  • At times, oversee contractors performing tasks in the Engineering laboratories.

Ideal Candidate Statement: This position is ideal for a highly motivated, experienced professional technician who will have experience providing instruction in Marine Engineering Laboratories and have extensive experience welding, fabricating, operating, installing and repairing complex instructional equipment. The candidate will have experience effectively communicating with students, staff, faculty, supervisors, and others.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the mandatory education and/or specialized experience qualifications.

To qualify for the GS-11, you must have at least one year of specialized experience equal or equivalent to the GS-10 grade level in the following:

  • Experience in all phases of welding technology and instructing welding methods in a classroom/laboratory environment.
  • Experience in the installation, operation, and repair of marine mechanical equipment such as pumps, valves, turbines, diesel engines, or equivalent.
  • Experience in a machine shop environment including familiarity with operating lathes, vertical milling machines, grinders, drill presses, or equivalent.

Please note that this specialized experience requirement can be met by qualifying experience at the second lower grade level (GS-9), since no intervening GS-10 level positions exist in the normal line of progression for this occupation in this organization/location.

Time in grade requirements for the GS-11 position can be met by experience at the second lower grade level (GS-9), since no GS-10 level positions exist in the normal line of progression for this occupation in this organization/location.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts provided with your application, education must be directly related.

NOTE: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. Two full years of graduate education or a master's degree meets the requirements for GS-9. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Program Management: Responsible for the development and implementation of proper operation and safety procedures in the laboratories.
  • Technical Knowledge: Knowledge of all phases of welding technology and instructing welding methods in a classroom/laboratory environment.
  • Technical Program: Responsible for independent instruction, course development, and student evaluation for laboratory courses in the engineering laboratories.
  • Communication: Supervision of work performed by others, including outside contractors.
